Role description and task arrangements

Who we are 

BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.  

This is being worked on from 4 units:  

  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage). 

  • Nature Information and Nature Management 

  • GBO to manage shared information systems. 

  • Nitrogen and Natura 2000  

 

What you will do 

 

Part of the joint National Approach to Wolves is the National Livestock Protection Initiative. A project leader from LVVN provides direction in the first phase of this activity. Provinces are also jointly providing a project leader for facilitating and coordinating initiatives and as a point of contact for LVVN. In addition, this project leader provides direction in phase 2 of this activity. The project leader works at the interface between the provinces, provides any mutual coordination and exchange of experiences and has frequent contact with the project leader from LVVN.  

In order to clearly indicate the scope of these responsibilities, this activity will be divided into three phases. All phases are carried out in a supervisory group of provincial officials (the provincial project leaders livestock protection) and BIJ12 advisor(s), a project leader from LVVN. Depending on the phase, the working group is led by the LVVN project leader or the provincial project leader. 

 The first phase involves the launch of this activity; this phase is being pulled by LVVN. From this will follow the assessment framework, evaluation and monitoring system. The goal is for this phase 1 to be completed by 2025. After this, phase 2 will be implemented until mid-2028, this phase will be pulled by the provinces and involves the assessment and implementation of the initiatives. In the final period of this activity, until December 2029, phase 3 will be implemented. In this phase, both LVVN and the provinces are leading. During this phase, depending on remaining funds, the assessment framework will be revised, monitoring results will be shared, and the activity will be finalized.  

 

The provincial project leader focuses primarily on coordinating and stimulating and connecting these initiatives and acting as a point of contact for the provinces, the LVVN project leader and the LVVN and IPO LAW coordinators. The included job description further includes the activities, as far as foreseen. The coordination on communication of provinces and LVVN is an important part of the work. The plan of action to be drawn up by LVVN will outline the frameworks for how the relationship with representatives of the sector and other relevant parties can be shaped. 

The work for each phase focuses on the following goals, the tasks for the provincial project manager are in bold: 

Phase 1: Before and during establishment of assessment framework (trigger: LVVN) 

  • Preparation of assessment framework 

  • Establish evaluation system 

  • Establish monitoring system 

  • Secure feasibility criteria assessment framework; 

  • Coordinate and encourage development initiatives by provinces; 

  • Facilitate and where possible support provinces in development initiatives; 

  • Encourage consistency between initiatives from different provinces; 

  • Encourage cooperation among provinces in development (interprovincial) initiatives; 

  • Encourage use of EU funds in initiatives 

Phase 2: After establishing assessment framework (trigger: Provinces) 

  • Coordinate planning and guide the assessment system of provincial initiatives; 

  • Monitor and evaluate progress initiatives and create learning between initiatives. 

Phase 3: Review (trigger: provinces and LVVN). 

  • Revised assessment framework 

  • Feedback monitoring results and evaluations 

  • Monitor and reconsider distribution of budget 

At available capacity throughout the duration of this activity: 

  • Function as independent client from BIJ12 in interprovincial initiatives (instead of a province as client) 

  • Agreements between provinces revised tbv uniformity for livestock farmers   

  • Support animal farmers in applying for EU funds. 

 

Provincial project manager profile 

Enthusiastic, creative, looking for opportunities, connecting, communicatively strong.... 

Preferred knowledge and/or experience with: 

  • Knowledge and experience of processes with various stakeholders and e.g. animal keepers 

  • Project-based approach, financial administration with grant schemes 

  • Interest in wolf policy  

  • Political-administrative sensitivity 

  • Experience working in a political-administrative environment 

  

Training:  

Hhbo agriculture, animal husbandry, animal management, environmental management or similar environmental or nature training program 

24-32 hours per week for 1 year with possible extension of 2 times 12 months. Renewal will be on otherwise equal contractual terms (including hourly rate).
