At Zuid-Holland Bereikbaar (ZHB) we are looking for an enthusiastic PMO Specialist who loves to organize, connect and think ahead. Our organization is developing rapidly and there is still a lot to build and improve. Working at ZHB means working in an environment where cooperation is key and where your ideas really make a difference. Who is ZHB? Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail. Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell. Project management organization The Project Management Organization (PMO) ensures a uniform approach to the project process and reporting of the various projects, coordinates resources and (progress) reports. Current projects include major maintenance and redesign of roads such as the A15, A20 corridor and N14, renovations of bridges (including the Van Brienenoord Bridge and Papendrecht Bridge) and tunnels (including the North and Benelux tunnels). In such projects, ZHB develops and realizes a package of mobility measures that reduce disruption, working closely with the project teams at the clients. ZHB also works on sustainability projects and plays an active role in the Rush Hour Spread and Avoidance Program. Our project volume is about 5 million euros in 2026. ZHB is evolving into a more data-driven and unified organization and you will play a key role in this. What will you do? As PMO Specialist, you are part of the project management team, which consists of four colleagues: two PMOs, one project support person and one coordinator. Together, you ensure that the project portfolio runs smoothly. The PMO team is part of the Operations team which also includes Purchasing, HR, Finance and Office Management. The Operations team is small, so working together is very important. In your role, you will be the right hand of the project portfolio coordinator and the linchpin behind our projects. You will keep the project administration in order, ensure that project data is complete and up-to-date and that documents are stored according to the correct formats. You provide reports that help the management and project leaders with decision-making, you prepare progress reports, actively think along and play a major role in the implementation on the improvement of processes and systems (such as AFAS). You are also the point of contact for colleagues and jump in where necessary. In the coordinator's absence, you temporarily take over his or her most important tasks.
