Will you help build an accessible and sustainable South Holland?
Zuid-Holland Bereikbaar (ZHB) is looking for a Senior Project Advisor Traffic who will make the difference in traffic engineering advice for our area projects. You will play a key role in realizing smart, sustainable and well-tuned traffic solutions in one of the busiest regions of the Netherlands.

With your knowledge of traffic management, administrative sensitivity and connecting power, you ensure that policy goals and practice meet.
You look beyond traffic flow to a future-proof mobility system in which safety and sustainability go hand in hand.


Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As Senior Project Advisor Traffic you are the connecting link between strategy and implementation. From the Traffic Advisory Team (VAT) you are responsible for traffic engineering advice within various nuisance projects in South Holland.
You will work closely with area consultants, project leaders, and colleagues from Mobility Management, Programming and Communications. Together you will ensure that traffic flows in the region continue to run safely and smoothly even during large-scale works.
In addition, you will make a significant contribution to the development of a uniform working method for traffic management within ZHB.

Within the Traffic Advisory Team (VAT), we work in five
areas, each with its own area advisor. From this team provide
we during the preparation, implementation and evaluation of
nuisance projects various services, such as:
  • Multimodal traffic advice on impact and bottlenecks
  • Monitoring during implementation
  • Preparation of post-event evaluations


Duties and responsibilities
  • In collaboration with the Programming portfolio, you will map projects and manage a current overview.
  • You will work closely within the VAT with the area traffic management consultants and provide input for a ZHB-wide uniform project process.
  • You identify timely risks when projects may affect regional accessibility.
  • You will ensure coordination and involvement of other portfolios within ZHB.
  • You will use your experience and mentorship to coach, inform, motivate and inspire project consultants.
  • You will support the area consultants in the preparation of nuisance projects.
  • After assignment, you are responsible for the execution of agreed services within the project, as described in the project proposal.
  • You provide multimodal traffic advice both internally and externally.
  • You coordinate with road authorities, clients and stakeholders on traffic engineering measures.
  • You monitor hours, quality and lead time and work within agreed frameworks.
  • You encourage cooperation between disciplines and secure the quality of traffic engineering advice within projects.

Job Requirements
  • College level of education with a completed traffic engineering degree (required).
  • Minimum of 5 years of demonstrated experience in traffic management.
  • Minimum 3 years of experience pulling consulting projects or projects.
  • Experience with complex public partnerships, preferably between governments and infrastructure operators.


Good to know
  • Based on the ambition to maintain a stable VM advisory team, the request is for a longer period: 2 years plus option to extend (2x 1 year). 
  • Presence on location (Rhoon/Schiedam and/or at partners in the area) and/or working from home (hybrid) will be arranged in consultation with client.
