Manager HR Health Safety (fulltime)
ABOUT ACTION
Action is an, originally Dutch, international discount store-chain. Owned by different owners like 3i and eurofund V. It sells low budget, non-food and some food products with long shelf lives. Action operates stores in nine countries — Netherlands, Belgium, Germany, France, Austria, Luxembourg, Poland, Czech Republic, Italy and since 2022 in Spain. As of 2012, Action is operating more than 1,000 stores and employing more than 38,000 employees.
ROLE: MANAGER HR – HEALTH, SAFETY
Advise and coach management in the field of health and safety and wellbeing so that the company meets its legal obligations for all countries. Responsible for designing and maintaining an up-to-date Health & Safety management framework and advises the countries and departments on fully operating according to the policies, procedures, programs and instructions contained therein.
AREAS OF RESPONSIBILITY:
- Health & Safety Strategy
- Ensuring effective leadership and role modelling with regards to determining the direction of the health and safety culture within the company
- Embedding and improving H&S management system standards in line with legislation and local country practices
- Determining H&S goals and evaluating results with business management
- Initiating a H&S program to improve and establish the company’s H&S performance and safety culture across all countries
- Implementing and end responsible for an international H&S incident management system
- Responsible for internal communication on H&S so that management and employees are encouraged to abide by procedures and behave in line with H&S rules and guidelines
- Assess where training / certification is required to meet the standards imposed by legislation and local authorities
- Personnel Management:
- Promoting a culture of safety where employees are aware of expectations of them in the workplace, including their adherence to safety rules and processes
- Establishing and maintaining location (Stores, DC’s, HQ’s) and country specific safety rules and regulations
- Ensuring that all employees and managers ‘get’ H&S by using simple and effective communications and dialogues
- Ensuring continuous and up-to-date work floor H&S trainings are in place and executed
3. Risk Management
- Maintaining and assessing appropriate risk assessments and safe work systems
- Performing root cause analysis, managing and adopting trends and problem solving best practices
- Coordinating internal and external audits and ensuring follow-up on improvement and preventive actions and initiatives
- Creating a risk aware culture where every task that is performed is connected to an awareness of the risks involved with that task
4. Reporting
- Maintaining and improving solid (near-)incident reporting systems and processes
- Establishing and ensuring monthly and annual reporting cycles on H&S
- Processing relevant management information effectively and efficiently from across the organisation in order to improve the safety of employees and processes
- Management of H&S data to produce high quality and timely Sustainability / Annual Update Reports within budget

REQUIREMENTS – HARD SKILLS
- Higher professional education or equivalent demonstrable practical experience.
- Qualified Health & Safety professional – accredited certificate with expertise in the field of H&S
- Qualified auditor training for ISO 45001 or equivalent H&S management system
- Strong leadership, supervisory skills and team management experience
- Excellent Project Management, Coaching, Supervision and Quality Management skills
- Proven knowledge of national and international H&S regulations and legal guidelines and other legislation that is relevant to the company’s processes
- Have up-to-date knowledge with regards to (inter)national regulatory bodies that report to authorities
- Have solid experience in advising responsible management on all incidents reported under local regulations in terms of responsibility and expected follow-up
