Project Manager Strategy & Heating

Purpose of the assignment
The project manager supports the creation of an initial strategic policy and future framework for Alliander's heat proposition(s). The assignment focuses on structuring complex information, exploring scenarios and alternatives, and providing decision-preparation documents for the Executive Board/ExCo.
As a project manager, you will work closely with an experienced Project Leader and a multidisciplinary team of experts. You are not a minute-taker, but a critical architect of content who provides direction, ensures consistency, and brings clarity.

Key responsibilities
  1. Strategic analysis and scenario planning
    1. Exploring and further developing the future vision for heating.
    2. Mapping out possible scenarios, including operational, legal, and financial aspects.
    3. Identifying preconditions, risks, and dependencies.
    4. Assessing feasibility and impact on existing heating activities.
  2. Information gathering and stakeholder dialogue
    1. Actively gathering input, particularly from internal experts
    2. Asking critical questions, validating assumptions, and bringing together different perspectives.
  3. Document development and consulting
    1. Structuring large amounts of input into clear, coherent (interim) documents.
    2. Ensuring a clear common thread and sharp argumentation.
    3. Act as a substantive sparring partner for experts and management.
    4. Clarifying choices, risks, and courses of action.
    5. Preparing scenario overviews, memos, and presentations for decision-making by the Board of Directors/Executive Committee.
  4. Process support
    1. Supporting the Project Manager in monitoring progress and quality.
    2. Facilitating coordination within the multidisciplinary team.

Experience and skills
  • 6–8+ years of experience in strategy, consulting, policy development, or a similarly complex field.
  • Strong analytical skills; able to quickly understand and structure complex content.
  • Excellent writing skills; able to express complex matters in an accessible and convincing manner.
  • Strong communicator, able to ask probing questions and challenge others.
  • An affinity with the energy transition or infrastructure is an advantage.
Personal characteristics
  • Self-starter with ownership and a high degree of independence.
  • Brings structure to complex processes and maintains an overview.
  • Connecting, but firm when necessary.
  • Environmentally conscious and able to weigh interests properly.
