Role description and task arrangements

HR project manager
1-2 days per week, approx. 100 hours in total until summer 2026

Project activities: Task load policy, social status, expense claim regulations, grading policy.

The work
As an HR project manager, you know how to take strategic policy themes from design to realization. In this, knowledge and experience in working with the employee participation is crucial. You are aware of developments within education and are familiar with the social context of art education. You operate independently, completely autonomously and seek connections both internally and externally in order to make an effective contribution. You give solicited and unsolicited advice and have a broad view of HR. You work closely with the head of the HR department in the realization of projects.

As HR project manager, you will be responsible for one or more policy themes and/or ArtEZ-wide projects. For this assignment, this includes the annual job policy, reorganization, travel expenses regulations and policy regarding doctoral studies. You are alert to developments within the field and the themes or projects for which you are responsible. The HR department falls under the ArtEZ Service Company and has Arnhem as its main location, you are also willing to visit our locations in Enschede and Zwolle if necessary.

The department
The department HR consists of a team of 13 colleagues, 3 process and project supporters, 4 HR employees, 5 HR advisors and the head of the department. The HR department is responsible for the development and implementation of integral HR policies for the whole of ArtEZ such as inflow, throughput, and outflow, talent development, Management development, welfare, etc. At ArtEZ, the manager is in the lead, and we provide solicited and unsolicited advice from the role of HR business partner. We act as a coach, sparring partner, and resource for managers and employees. We have a solid focus on the management side of the HR profession and contribute to the mission, vision and strategic objectives of ArtEZ (see institution plan).

Your profile
  • Extensive experience as an HR project manager within HBO education, with integral HR management;
  • You operate completely independently and know your way around the organization independently;
  • You have a clear vision and know how to bring it to the attention of upper management;
  • You have great power of realization and know how to keep stakeholders constantly hooked;
  • You know how to easily connect at all levels within the organization so that the realized projects have great support;
  • Given the international environment and an increasing number of English-language courses and research, English spoken and written is not a problem for you;
  • Your analytical ability allows you to translate your knowledge of HR processes, organizational structure, culture into ArtEZ wide HR policy themes.
