Who we are.
BIJ12 is the organizational unit within the IPO association that supports the 12 provinces in and with execution of tasks. BIJ12 also brings together data, information and knowledge about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.

About the field
Nitrogen deposition on Natura 2000 areas is one of the high-profile dossiers in rural areas. All prime movers (vtn) including the 12 provinces have the responsibility to maintain the Natura 2000 areas. As the competent authority, the 12 provinces have the task of reviewing plans and projects that may affect the goals within these areas. The Vtn make habitat type maps and deliver these (via BIJ12) annually to RIVM for the nationwide habitat map for AERIUS. The AERIUS toolbox supports assessment and policy making.

This is what you will do
From BIJ12 you are the point of contact in the field of habitat mapping for provinces and other vtn. You stimulate them, (guide) them and enable them to deliver the required map material on time and with quality. You advise how to do that effectively and efficiently. You test the retrieved material against the pre-agreed criteria and monitor the quality. Without taking over responsibility you address contact persons on (late) delivery or not meeting the agreed quality.


You encourage innovations to increase efficiency and effectiveness to further support the provinces. For example, by encouraging the development of applications that support processes within provinces. And you are a booster for making agreements on governance and working on more automated solutions. Two trajectories for this are already underway. You make agreements and monitor them. So you realize that circumstances change over time. The above requires from you sometimes a flexible and sometimes firm attitude. You will eventually make your own role redundant.

You will work closely with ecologists and GIS experts within the association on various parts of Natura 2000, AERIUS, other units, the VHR Monitoring Improvement Program and the team around the National Database Vegetations and Habitats (NDVH). And of course also with colleagues at the provinces (and the other forerunners) and RIVM in connection with the timely delivery for AERIUS updates.


You can think of yourself as the center of the hourglass: on the one hand, you are the point of contact for the provinces and other precursors, and on the other hand, you maintain contact with externals, other project teams and any developers.


This is you
You have several years of experience in an environment with external pressure and know how to keep a cool head. In addition, you have gained substantive knowledge in the field of nitrogen, Natura 2000, habitat (type) maps, and AERIUS. For example at a province, a terrain management organization, the state, a municipality or a consultancy firm.

You are proactive by nature and derive satisfaction from guiding the provinces (and other preparatory bodies) to appropriate solutions. You can make connections between your work and other (policy) processes. You quickly master new and complex material. You move easily in a hectic and dynamic environment and a politically and socially sensitive dossier. With flair where possible, strict but fair where necessary.


Furthermore, you are enthusiastic, flexible and stress resistant. You communicate well, both orally and in writing. You are confident, make connections easily and work in a structured way. You feel at home in a political-administrative environment. You like to work independently (where possible) and at the same time you are a team player (where necessary). You like to work together in an open and enthusiastic work environment where colleagues support each other.

Furthermore, you have
  • A college education, preferably in a relevant field such as forest or wildlife management, environmental science, modeling or geo-information.
  • At least 3 years of relevant work experience gained in the field of habitat (type) maps, Natura 2000, AERIUS e/ o nitrogen.
  • Knowledge of the Nitrogen & Natura 2000 file is a requirement.
  • Knowledge of AERIUS products, mapping, GIS, policy development & administrative processes is a plus

The unit consists of a multidisciplinary team of about 50 enthusiastic and motivated employees. We value professionalism AND an open, friendly working atmosphere.
From this unit within BIJ12, together with the IPLG provinces, we support the implementation of rural area policy in the areas of policy development and implementation, supervision & enforcement, nature (restoration) and monitoring, among others. For this we provide the necessary specialist information, knowledge and expertise in the fields of ecology, AERIUS, VTH, legal and modeling.
