Role description and task arrangements

Who we are.
BIJ12 works for provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. We ensure uniformity in information supply and implementation of provincial regulations. BIJ12 supports provinces in their work on nature and information systems and was founded by the provinces as part of the Interprovincial Consultation (IPO). This is being worked on from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management
  • GBO to manage shared information systems.
  • The Nitrogen and Natura 2000 Expert Team.

We are looking for consultant soil scientist for the ACSG.

Groundwater Damage Advisory Committee
The Water Act offers anyone who believes they are suffering damage as a result of an abstraction or infiltration of groundwater for which a water permit has been issued the opportunity to request the Provincial Executive of the province in which the damage is occurring to conduct an investigation into it. Gedeputeerde Staten of all 12 provinces have established the national, independent ACSG with the task of conducting these investigations and incorporating the results in an advice to those involved.

BIJ12 provides secretarial support to the ACSG and provides them with high-quality advice on damage caused by groundwater extraction or abstraction. Accountability for the work is given to the Unit Manager Fauna Affairs & ACSG. Operational direction is provided by the Deputy Secretary ACSG / Advisor ACSG.

What you will do
You, as an experienced and independent soil scientist with affinity for geohydrology, will provide support to BIJ12's ACSG team. As such, you will be part of the ACSG secretariat. You will conduct research into agricultural and forest damage caused by groundwater level changes. You process the research results into advice to involved parties. The analysis of (calculated) groundwater level changes and performing damage calculations are part of the projects. You conduct the research in a careful, creative and decisive manner. This requires an open eye and ear for the interests involved, but also sufficient objectivity and distance. You know how to clearly articulate your conducted research in a report/advice.

Work will be performed for 12-16 hours per week.

What are you responsible for
  • Independently prepare opinions and coordinate them with your fellow ACSG advisor(s) from BIJ12 and also coordinate with/submit them to the members of the ACSG if necessary;
  • Being a sparring partner to colleagues and reviewing their projects and opinions from your expertise;
  • Conduct investigations using state-of-the-art insights and socially accepted research methods and have an open eye and ear for concerned interests, but also sufficient objectivity and distance;
  • Make decisions on the content of opinions, the assessment of complex (requests) and the content of external opinions;
  • Prepare notes defining the ACSG's modus operandi;
  • Monitor and analyze developments in the ACSG area of interest (damage from groundwater abstraction and/or infiltration);
  • Translate developments into (draft) opinions.

On average, 12- 16 hours per week
Renewal option: 2 x 12 months
Renewal is on otherwise unchanged contractual terms (including the hourly rate).
