Are you a strategic thinker with experience at the intersection of finance and policy? Are you interested in delving into the costs of nature monitoring? Then we are looking for you as a Structural Implementation Cost Coordinator.
In this role, you will work on providing a clear picture of the additional structural implementation costs resulting from the VHR Monitoring Improvement Program (VVM). A rough estimate was made earlier in the "business case" but now that the program results are more concrete, a thorough update is in order.
The results of your work provide an important basis for policy and financial choices within the nature monitoring landscape.
What will you do? As a coordinator:
Establish a clear and repeatable cost summary of the additional structural implementation costs incurred by the implementation of the VVM.
Preferably map costs by project and organization, including underlying assumptions and calculations
Work iteratively and pragmatically in collaboration with experts in ecology, accounting and official budgeting from more than 15 organizations including several ministries.
Conduct targeted research (e.g., file research, market research) to identify cost drivers
Draft (co-) the plan of action, and advise on scope delineation and research approach;

We are looking for an independent and proactive professional with demonstrable experience with extensive financial analyses within (semi)-government contexts or organizations with a thousand+ employees. Given the number and type of stakeholders, we are looking for someone who is communicatively very strong, knows how to deal with limited underlying data and has sensitivity for different interests and administrative relationships.
Who we are.
The VHR Monitoring Improvement Program (VVM) works on the necessary and urgent improvements in the national system of nature monitoring, information provision and reporting, arising from the joint information needs of Program Nature (PN), Program Nitrogen Reduction and Nature Improvement (PSn) and the former National Program Rural Area (NPLG). Their implementation is a task for Provinces and the State jointly.
The activities in this program are organized along three substantive program lines, which stem from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. In addition to these program lines, there is a fourth program line Data and Information, which creates products for the program lines, such as a data infrastructure.Each program line has a project team. The project team coordinates the activities and works with representatives and experts from the participating organizations to achieve program results.
Context
Principal for the VVM is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LVVN (former LNV), IenW, Defense and the cooperating provinces. BIJ12 is contractor of the VVM.
