Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000

Background Program Improvement VHR Monitoring.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). In it, work is done on the necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of Program Nature (PN), Program Nitrogen Reduction and Nature Improvement (PSn) and the National Program Rural Area (NPLG). Their implementation is a task for Provinces and the State jointly.

The activities in this program are organized along three substantive program lines, which stem from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in April 2024.
Program management is carried out by a small program team consisting of the program manager, a program secretary a program supporter and a strategic designer. In total, the program team now consists of 16 colleagues.

Context
The principal for the VVM program is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LVVN (former LNV), IenW, Defense and the cooperating provinces. Its implementation is housed at BIJ12. A program team of project leaders, project assistants, a project supporter and a program manager give substance to the program, in close cooperation with a network of employees of the provinces, national government and chain partners involved.

To be able to support the provinces even better in the longer term with reliable nature information, BIJ12 commits to a program for the period 2024 - 2030 that is aimed at strengthening existing and new instruments for nature monitoring and at improving the cooperation between the parties that together give substance to the chain of nature information.

What you will do

Within Data&IV we will be creating several digital products. But which products and how they should work we are now discovering. To support this, we need a creative full-stack developer to work with the product designers to set up experiments to test assumptions, build ad-hoc tooling to support the broader process of data collection, and get buy-in from stakeholders and steering committee. We want to show how something can work instead of describing it in a Word document. With the insights, we will build the final products in the next phase with dedicated development teams. You can also play a role in this, but this is not a requirement.
The products we will create later within the program will have to fit within the development frameworks that are currently being established. There is still the freedom now to temporarily make your own tooling choices.

Responsibilities:
As a full stack developer Data & IV team you will be responsible for:
  • Prototyping Setting up digital experiments
  • Technology Determine the required front- and back-end techniques for the prototypes

Profile:
  • You have a prototyping mindset;
  • You have a solid knowledge and experience in agile working;
  • Experience developing dashboards and other products that translate data into actionable information.
  • You have the ability to communicate complex ideas and designs in an understandable and persuasive manner to both technical and non-technical stakeholders;
  • You have an eye for good design and know how to translate it into code;

Number of hours per week: 28 - 36 hours (partly on location of BIJ12 office in Utrecht, partly at home)
Renewal options of 2 times 12 months.

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
