Who we are.
BIJ12 is the organizational part of the association IPO that supports the 12 provinces in and with the execution of tasks. Furthermore BIJ12 brings together knowledge and information about the rural area and the physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.

Nitrogen & Natura 2000 Expert Team.
The unit consists of a multidisciplinary team of about 40 enthusiastic and motivated employees. We value professionalism and an open, friendly working atmosphere.
From this unit within BIJ12 we support provinces and the IPLG in the implementation of nitrogen policy in the areas of, among others, policy development and implementation, licensing, supervision & enforcement, nature (recovery) and monitoring. To this end, we provide the necessary specialist knowledge and expertise in the areas of ecology, AERIUS, VTH, legal and modeling. We support by answering questions and share and disseminate knowledge about Nitrogen and Natura 2000. We make expertise available in the form of project management or project or process support. This takes place in a very dynamic and administrative environment of provinces, national government, and also (umbrella) water boards and municipalities. As a unit we provide a helpdesk via the national Information Point on Nitrogen & Natura 2000 for written and telephone questions from citizens, farmers, entrepreneurs and provinces. These experiences and questions from implementation practice are used for further policy development, but also for providing training and information meetings via a campus.

Here we work closely with the other units within BIJ12. We also cooperate closely within the IPO association: We have intensive contact with the provinces and the IPO. Moreover, we contribute on behalf of provinces to the Interprovincial Rural Area Program Organization (IPLG) of the IPO Association. And we collaborate with external partners such as RvO and RIVM, the latter as manager of the calculation tool AERIUS.

What will you do?
In the position of Expert Trainer you will be part of the so-called Campus within the unit Nitrogen & Natura 2000. The Campus facilitates knowledge exchange, knowledge development and training on the nitrogen file for provincial employees, employees of the Program Team Rural Area and other stakeholders. By unlocking knowledge, providing workshops, webinars, training courses, setting up training programs and organizing knowledge meetings, the Campus brings together different working fields around this topical issue. The aim of the Campus is to facilitate different target groups within provinces, the state and consulting firms in terms of knowledge building and knowledge sharing in the nitrogen file.

Within the Campus, as an Expert Trainer, you are tasked with shaping a series of knowledge meetings, stakeholder meetings and strategic sessions. You will identify what needs there are and how they can best be met. In doing so, you explicitly seek the connection with the provinces and you map out whether and how cooperation can be found. According to current insights, we see knowledge needs in the areas of source measures, AERIUS and licensing.  

You will provide support to the Campus in addition to this specific assignment by helping to think and build on the continued development of the Campus and themes within the Rural Area. The need for knowledge sharing is growing and therefore there are tasks in the area of strategy for the coming year. In this you will work closely with the Campus project leader and report to the Unit Manager. 

Within the Nitrogen & Natura 2000 Expertise Team, you will perform your duties in a fun team where there is a good balance between hard work and relaxation.
 
Internal
  • You oversee the entirety of the nitrogen file, having historical knowledge of the period at the time of the PAS and making relevant connections within it and beyond;
  • You will advise in the further development and professionalization of the campus, in consultation with the project leader and in collaboration with the Communications Department.
External
  • You will prepare knowledge meetings, stakeholder meetings and strategic sessions in collaboration with provinces or state, with a focus on facilitating the stakeholder process and strategic topics;
  • You will provide and/or facilitate meetings on current events surrounding the case;
  • You keep your knowledge of the file up-to-date with current information in order to move with the needs of education and training in a timely manner.

Average of 20 hours per week
Renewal option: 2 x 12 months

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
