Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:
Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
Nature Information and Nature Management (NiNb).
GBO to manage shared information systems.
Nitrogen and Natura 2000
Background Program Improvement VHR Monitoring.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). In it, work is done on the necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of Program Nature (PN), Program Nitrogen Reduction and Nature Improvement (PSn) and the National Program Rural Area (NPLG). Their implementation is a task for Provinces and the State jointly.
The activities in this program are organized along three substantive program lines, which stem from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in April 2024.
Context
The principal for the VVM program is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LVVN (former LNV), IenW, Defense and the cooperating provinces. Its implementation is housed at BIJ12. A program team of project leaders, project staff, a project supporter and a program manager give substance to the program, in close cooperation with a network of staff from the provinces, national government and chain partners involved.
To be able to support the provinces even better in the longer term with reliable nature information, BIJ12 commits to a program for the period 2024 - 2030 that is aimed at strengthening existing and new instruments for nature monitoring and at improving the cooperation between the parties that together give substance to the chain of nature information.
What you will do
From the Data & Information Services (Data&IV) program line, you will work in a team that builds products for the substantive program line Nature Measures; IV Nature Measures. Data&IV supports the substantive program lines and also builds a data infrastructure for nature data.
For Nature Measures, an externally organized pilot for standardizing and registering nature restoration measures in nature reserves was completed in early 2025. With the lessons learned from this, a further development environment will be developed for nature reserve managers and management organizations.
In the redevelopment environment, an administrator can implement nature restoration measures with their own systems. The IV Nature Measures team provides
the uniform and addable recording of nature restoration measures
That the implementation status of a measure can be tracked,
Based on geo-location, it can be registered where the remedial measures are to be carried out and
That datasets can be generated for national reporting.
Within the IV Nature Measures team you will work together with a content specialist, information analyst, sr. architect, UX designer and sr. product owner. In the short term, a tester and functional administrator will also be added. It is a newly established team for which we are looking for T-shaped people who bring multiple technical skills with them. You need to have a broad view but also be able to get your hands in the clay and make things yourself, a real start-up mindset.
For this role we are looking for people with experience in back- and front-end development, working with geo-data from different coordinate systems, used to interacting with end-users and where accessibility (wcag) is a given.
Within the Agile IV Nature Measures team, you are the designated expert when it comes to tying together data and UI and product performance. Your work includes setting up the data store with the architect. Deploying and building out the design system with the developer from the data team. Thinking with the UX designer about flow and interactions. You deploy the web sustainability guidelines for performance optimization. Together with the team you are responsible for accessibility. You automate processes using Agile DevOps principles and set up test scenarios with the team.
We work as much as possible platform agnostic and open source so that we avoid vendor lock-in.
Responsibilities:
As a full stack developer Data & IV team you will be responsible for:
Front and backend of Nature Measures products,
Continued development of the Design System with the data team and designers,
Ensure accessibility according to WCAG standards,
Good performance of your products, even in low-bandwidth situations,
You will liaise with developers within the program and chain partners for knowledge exchange.
Profile:
You have a solid knowledge and experience in agile working,
Experience developing dashboards and other products,
You have the ability to communicate complex ideas and designs in an understandable and persuasive manner to both technical and non-technical stakeholders,
You have an eye for good design and know how to translate it into code,
You have experience processing geo-data and various coordinate systems, especially the National Triangulation System,
Accessibility, Performance and Testing are natural to you in your workflow,
Experience with React and NodeJS.
Number of hours per week: 28 - 36 hours (partly on location of BIJ12 office in Utrecht, partly at home)
Renewal options of 2 times 12 months.
Renewal is on otherwise unchanged contractual terms (including the hourly rate).
