Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
     
Background VHR Monitoring Improvement Program.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). This program works on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of the Nature Program (PN), Nitrogen Reduction and Improvement Program (PSn) and laws and regulations. Their implementation is a task for Provinces and the State jointly.  

The activities in this program are organized along three substantive program lines, arising from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in 2024.

Context
The principal for the program is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LVVN, IenW, Defense and the cooperating provinces. Its implementation is accommodated by BIJ12.


The program covers the period 2024-2030 and is aimed at strengthening existing and new instruments for nature monitoring and improving cooperation between the parties that together shape the chain of nature information.

What you will do 
The Data & Information (Data&IV) program line supports the substantive program lines and builds a data infrastructure for nature data. From this program line you support the Environmental Conditions program line.
Each species and vegetation has its own place in the landscape system, with specific (a)biotic conditions necessary for sustainable survival. When this system comes under pressure and species can no longer complete their life cycle, measures are needed to restore these conditions. The Environmental Conditions program line focuses on gaining an understanding of the necessary system restoration, effects of pressures, and the effect of restoration measures implemented. This monitoring is essential to keep "a finger on the pulse," and to evaluate whether we are on the right track with the process of restoring environmental conditions and achieving our nature goals.
You will help to clarify information needs, map and test available (fragmented) data sources and assess the quality and usability of datasets. For this we are looking for someone who on the one hand has a thorough understanding of information flows and on the other hand has an eye for the user. Separating main and secondary issues is of course of great importance here. Within the program we work iteratively and learn by applying, experimenting and learning and improving.
Within environmental conditions, you will work with project leader, subject matter experts, the data steward of Data and Information Delivery Team and external parties. We are looking for someone who has no trouble and enjoys delving into the nature domain and moves easily in a complex stakeholder field of provinces, central government, site management organizations (tbo's) and consultancies. We see knowledge of the nature domain as an advantage. You also have extensive experience in determining information needs and, together with the service designer, translating these into information products.
 
Responsibilities
  • Retrieve and specify information needs from subject matter experts, project team and stakeholders
  • Inventory, review and assess data sources for quality, timeliness, reliability and usability
  • Establishing information and data models and capturing and documenting them
  • Making impact analyses and modeling data and information flows
  • Inventory, analyze and record data models of supplying partners
  • Organize, participate and supervise information sessions with subject matter experts
  • Coordinate with Data Steward and project leaders within the program
  • Identify bottlenecks and advise on solutions in the field of information services

Profile
  • A communicatively strong personality who can move quickly and take responsibility
  • Structured and analytical. You know how to make complex matters concrete and can switch well at different levels
  • Organizational awareness and experience in a multi-stakeholder setting with diverse interests
  • Knowledge of and experience with processes and developments in: nature, geo-information, digital government.

Number of hours per week: 24 hours (partly at BIJ12 office location in Utrecht, partly at home) 
Renewal options of 2 times 12 months. 
 
Renewal is on otherwise unchanged contractual terms (including the hourly rate).
