Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.
This is being worked on from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
VHR Monitoring Improvement Program:
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). In it, work is being done on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of Program Nature (PN), Program Nitrogen Reduction and Nature Improvement (PSn) and the National Program Rural Area (NPLG). The implementation of these is a task for Provinces and the State jointly.  

What you will do
The activities in this program are organized along three substantive pillars, which arise from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Because the outcomes from the pillars must lead to information provision and this is a separate field, the program needs the expertise of a Data and IV project leader with knowledge of nature monitoring.

As project leader Data and IV, you will manage a team consisting of an information analyst, architect and experts yet to be determined. With this team you will map the needs of the stakeholders, explore existing and new possibilities and translate the ambition of the program into a concrete roadmap. In doing so, you will also identify current problems in the information provision of nature monitoring, list ideas and solutions, and validate concepts.

The ambition of the program is to achieve a robust national monitoring system. This means that applications/databases have to be developed, adapted or made available nationwide in a way that has yet to be determined. Each substantive pillar of the program requires its own approach. You then implement that strategy in cooperation with the various stakeholders. You make proposals that contribute to a good quality of the current and future information landscape of nature monitoring.

Context
The principal for the VVM program is the Steering Committee for Nature Monitoring and Information of the ministries of LNV, IenW, Defense and the cooperating provinces. Its implementation is accommodated by BIJ12. A program team of project leaders, project staff, an environment manager and a program management support person are currently giving substance to the program, in close cooperation with a network of staff from the provinces, the State and chain partners involved.

To be able to support the provinces even better in the longer term with reliable nature information, BIJ12 is committed to a program for the period 2024 - 2030 that is aimed at strengthening existing and new instruments for nature monitoring and at improving the cooperation between the parties that together give substance to the chain of nature information.


Job Description
We are looking for an experienced Data and IV Nature Monitoring project leader . Experience with wildlife law-related projects and client supervision is a plus.

As the Data and IV project leader, you will lead the Data and IV expertise team. You will work with the other project leaders and content advisors within the program and with the program manager.

With your ability to connect and design, you will identify the needs of stakeholders and ensure that these are translated with your team into (technical) solutions. You and your team will ensure that the applicable frameworks are applied to the program results. Based on this, you draw up a strategy on how to achieve a robust national monitoring system. This incorporates the interests and needs of the various stakeholders. You then implement that strategy with your team and in collaboration with the stakeholders.

In this position you will also have a creative/designing role to do the necessary analyses, come up with improvements of nature monitoring in the Netherlands, and make results visible to the steering committee and inter-governmental working groups.

The candidate we are looking for possesses:
  • HBO/WO working and thinking level with a strong information / ICT component, preferably Computer Science, Information Science or Information Management.
  • At least 10 years of proven work experience as a project manager in the public domain in the field of data and/or information assurance.
  • Knowledge of and experience with processes and developments in: nature, geo-information, external security, digital government.
  • Demonstrated knowledge of and experience in creating implementation strategy/roadmap t.e.g. data and/or IV.
  • Experience managing a project team.
  • Experience providing focused information consulting on business, information and technology.
  • Working in or with agile scrum/ DevOps teams. Design, development and (functional) management of facilities.
  • Design ability and experience with an investigative and design approach.
  • Demonstrated experience working in a complex, dynamic multi-stakeholder environment within government.

Number of hours per week: 28 - 36 hours (partly on location of BIJ12 office in Utrecht, partly at home)
