Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
     
Background Program Improvement VHR Monitoring.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). In this program work is being done on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of Program Nature (PN), Program Nitrogen Reduction and Nature Improvement (PSn) and various legal obligations. Their implementation is a task for Provinces and the State jointly.  

The activities in this program are organized along three substantive program lines, which stem from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in April. Program management is carried out by a program team consisting of the program manager, -sectarian, support person, project supporter and stratetigic designer.

Nature measures
To give nature a chance to recover, measures are sometimes necessary. By recording these nature restoration measures properly and uniformly, we will gain a better understanding of how the measures affect environmental conditions.

The Nature Measures program line focuses on the central and standardized recording of these data. To achieve this, we are working to develop a national registration system, uniform data standards and process agreements.

The intended result is that data on nature restoration measures are addable, comparable and spatially insightful. That a picture of the progress and effectiveness of restoration measures can be formed, both at the national and area level. We will ensure that standardized data for analyses and (legal) reports are available and that all this leads to insight into the contribution of restoration measures to the state of nature.

What you will do 
As Project Leader Nature Measures, you will enjoy taking responsibility for taking the right steps with the team in developing the necessary monitoring, information and reporting of nature measures. You will be responsible for the planning, coordination, progress and results of the program line and will work under the direction of the program manager.
 
You will drive the "business side" of the project: think user needs retrieval, reporting requirements, information needs, etc. You will work in close collaboration with the Data and IV project leader who will provide the technical frameworks and preconditions and a Product Owner who is yet to be recruited.
 
With your connecting and excellent communication skills, you are the link between team members, the program team and many other stakeholders. You do all this in connection with the other program lines. As a member of the program team, you also help move the program forward as a whole.  
 
The candidate we are looking for possesses:  
  • WO working and thinking level  
  • At least 10 years of proven work experience as a project manager
  • Demonstrated experience as a project manager in complex, inter-governmental environments (multiple organizations simultaneously)
  • Demonstrated experience as a project manager in the public domain
  • Demonstrated experience as a project manager of projects in the nature domain and/or in the field of information management
  • You recognize interests and promote effective communication and cooperation between stakeholders (consisting of parties such as the provinces, ministries, RWS and site managing organizations)
  • You have solid knowledge of and experience working Agile
  • You see consistency with adjacent programs and projects 
  • You know how to make complex issues concrete and can switch well at different levels
  • You are results-oriented and have a "getting things done" mentality
