Role description and task arrangements

Who we are.
The twelve provinces of the Netherlands all have their own character. Each province has a special history, a unique culture and characteristic landscapes. Provinces play an important role in solving social issues at the regional level, such as the Climate challenge. Provinces contribute to policy and realization. They do so individually, but also collectively through the Interprovincial Consultation (IPO), the umbrella organization of the twelve provinces. The IPO acts as an advocate and booster of innovation and knowledge exchange.

For several years now, the provinces have been working together on the theme of Digitalisation, along four programme lines: data, service provision, innovation and business operations. Within the programme line Data, projects are being worked on that help the joint provinces move forward with a data-driven approach for the major transitions in the physical living environment (energy transition, housing construction task, nitrogen problem) and related social tasks (nature, mobility, management of provincial infrastructure).

What is BIJ12?
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. We ensure uniformity in information provision and implementation of provincial regulations. For more information please visit our website: www.bij12.nl. IPO and BIJ12 are organizational units of the Association the Interprovincial Consultation. This tender procedure is supervised by BIJ12.

What you will do
Since 2019, the IPO has supported an interprovincial working group 'ethics and digital transformation', which focuses on knowledge exchange and professionalization of the subject in the twelve provinces. The working group consists of employees with backgrounds in information management, privacy, open government and/or ethics. They all work on the general awareness in the provincial organization about the subject, try to connect efforts and help each other with ethical issues.

Thanks to the efforts of the working group, a new ethical guide was published in 2024. In addition, the Interprovincial Ethics Committee was established in 2023 at the request of the then administrative leading group on digitalisation .

With the Interprovincial Ethics Committee, provinces want to address the risks of using data and technological solutions. The committee has an investigative role and focuses primarily on issues that affect all provinces. The committee meets 4 times a year.  

To support the working group and the Interprovincial Ethics Committee itself, we are looking for a senior advisor who can fulfil the role of both secretary and ethics advisor .

The secretary has administrative affinity and knowledge of the provincial playing field and is the link between all parties and supportive of the tasks of the committee. The ethics advisor has explicit knowledge, experience and a
network in the field of ethics and digitalization, preferably within the government.

Concrete activities within the role of secretary :
  • Providing staffing for the committee and keeping the committee up to date in terms of members and expertise
  • Agenda management, preparation of documents for the committee, support of the chair during meetings and recording
  • Planning and submitting the agenda items
  • Coordination and alignment between ethics committee, ethics working group, local provincial ethics initiatives and the IPO digitalization program with regard to the question for the committee
  • Bringing the committee's advice to the attention of provinces and other relevant parties
  • In coordination with the portfolio holder for digital ethics in the AAC digitalization IPO, direct ethics and digitalization within the provincial playing field

Concrete activities within the role of ethics advisor :
  • Collecting and developing interesting issues for the committee from the provinces
  • Conducting preliminary research on topics on which the committee wishes to issue advice
  • Maintain contact with individual members of the committee during the preliminary investigation in order to be able to take interim steps in the advice.
  • Interact with scientific and knowledge institutions if relevant for preliminary research


Number of hours per week 24
Extension options 4 x 6 months

Given the dual role in this function, it can be filled by two candidates with different profiles from one organization. The hourly rate you specify should take this into account.

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
