Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
     
Background VHR Monitoring Improvement Program.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). This program works on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of the Nature Program (PN), Nitrogen Reduction and Improvement Program (PSn) and laws and regulations. Their implementation is a task for Provinces and the State jointly.  

The activities in this program are organized along three substantive program lines, arising from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in 2024.

Context
The program covers the period 2024-2030 and is aimed at strengthening existing and new instruments for nature monitoring and improving cooperation between the parties that together shape the chain of nature information.

What you will do
From the Data & Information Services (Data&IV) program line, you will work in a team that builds products for the substantive program line Nature Measures; IV Nature Measures. Data&IV supports the substantive program lines and also builds a data infrastructure for nature data.
For Nature Measures, an externally organized pilot for standardizing and registering nature restoration measures in nature reserves was completed in early 2025. With the lessons learned from this, a further development environment will be developed for nature reserve managers and management organizations.
In the redevelopment environment, an administrator can implement restoration measures with their own systems. The IV Nature Measures team provides
  • linking with the relevant data sources,
  • That the implementation status of a measure can be tracked,
  • Based on geo-location, it can be registered where the remedial measures are to be carried out and
  • That datasets can be generated for national reporting.

Within the IV Nature Measures team, you will work with a content specialist, information analyst, full-stack developer, UX designer and product owner. In the short term, a tester and functional administrator will also be added. It is a newly established team for which we are looking for T-shaped people who bring multiple technical skills with them. You need to have a broad perspective but also be able to get your hands in the clay and make things yourself, a real start-up mindset. For this role we are looking for people with experience in (solution) architecture and affinity with data engineering and back-end development.
Within the Agile IV Nature Measures team, you are the designated expert when it comes to data and architecture. You elaborate (meta)data model(s) and data catalog applications and coordinate with the data steward of Data&IV. You translate the technical and functional requirements into a (solution) architecture and build and maintain it for Nature measures and communicate about the infrastructure and the exchange of data with the data team of Data&IV. You will automate processes using Agile DevOps principles and set up test scenarios with the team. We work as much as possible platform agnostic and open source so that we avoid vendor lock-in.
The methodology you set up with the data team will become the blueprint for other tooling we set up in-house and with external partners. In this way, you will help build our cloud-native infrastructure for better access to nature data.


Responsibilities:
  • You translate functional and technical requirements into architecture,
  • You will ensure a robust and reliable data infrastructure and automate processes wherever possible,
  • You set up and manage the data model,
  • You are the linking pin to the data team,
  • Together with the data team, you will bear responsibility for establishing the protocols for data exchange,
  • Together with the team, you develop the test scenarios,
  • You liaise with architects within the program and chain partners for knowledge exchange,
  • You coordinate with the data team and the data steward,
  • You make data available for analysis and insight,
  • You will develop along with the full-stack developer.


Profile:
  • You can convert information models to data models and architecture,
  • You have a solid knowledge and experience in agile working,
  • You have the ability to communicate complex ideas and designs in an understandable and persuasive manner to both technical and non-technical stakeholders,
  • You understand how data should be properly managed and how data is used and moved within an organization,
  • You are independent, can work in a team and have the courage to ask for help,
  • You are entrepreneurial, curious and pragmatic,
  • You are structured and analytical,
  • You have experience processing geo-data and various coordinate systems, especially the National Triangulation System.


Number of hours per week: 28 - 36 hours (partly on location of BIJ12 office in Utrecht, partly at home)
Renewal options of 2 times 12 months.

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
