Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information on the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information provision and implementation of provincial regulations.
BIJ12 works from 4 units:
Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
Nature Information and Nature Management
GBO to manage shared information systems.
Nitrogen and Natura 2000
The Nationale Databank Flora en Fauna (NDFF) is the most complete database of nature data in the Netherlands. The NDFF collects, standardizes and validates as much nature data as possible in the Netherlands and thus visualizes what is known about the occurrence and development of plant and animal species. With the NDFF, users have access to a high-quality database containing approximately 200 million observations.
Our dynamic organization consists of 30 employees divided into a Service, Quality and Scrum team. The Service team serves our customers (1st line), the Quality team ensures the quality of the data and the Scrum team takes care of the development and management of the database and related applications. The entire package of functional, application and technical management is covered within the team. The NDFF works closely with a large part of all organizations working with collection and/or use of nature data.
In 2021, the NDFF started a transition to Open data. Investments are being made to sustainably secure the organization and renew the technology of the NDFF. In the coming years the database will be transformed into a free accessible data facility.
We are immediately looking for an experienced and independent senior developer who can support the National Database Flora and Fauna for 24-32 hours per week.
We have the following job requirements:
Minimum 3 years of experience designing, developing and managing applications, including REST APIs and modern web technologies;
Demonstrated experience with object-oriented design patterns/principles (SOLID, DRY, Clean Coding, Test driven development, etc.);
Experience developing on various back-end and front-end frameworks such as preferably FastAPI, Django and Angular;
Experience with Python and Typescript. Experience with PHP, Java is a plus;
Experience designing, developing and managing applications in the cloud;
Knowledge of databases (PostgreSQL, PostGIS), ORM mappers and Geodata;
Experience developing APIs based on microservices architecture;
Experience with a wide range of tools and technologies, including Git, Docker, GitLab, CI/CD pipelines, Kubernetes and cloud platforms (Azure);
Knowledge of security aspects in software development, such as OWASP Top 10;
You can work in a scrum team;
Affinity with inventories, wildlife data, ecology, species and taxonomy is a plus.
Work:
Application development;
Manage and maintain applications;
Thinking along in architecture decisions;
Collaborate on application hosting infrastructure;
Creation of Kubernetes configuration related to applications.
Desired end result:
We are working on a major renewal of the NDFF platform and with the commitment of the developer we expect to deliver new applications that will give the NDFF a sustainable future.
Agreement is entered into for the duration of 1 year with the option of two 12-month extensions. Renewal will be based on otherwise equal contractual terms (including hourly rate).
Performance condition
No employment relationship/employment may be established with the award of the contract (to the entrepreneur who submits a tender for the present contract and is eligible for award) and the client (IPO BIJ12). The tenderer must guarantee this. When tendering for the present contract it should be borne in mind that the execution of the work will take place under the direct management and supervision of IPO BIJ12. This means that the criteria for self-employment as required under the Deregulation of Assessment of Labor Relations Act (Wet DBA) will not be met. IPO BIJ12 hereby notes that the aforementioned implementation condition is not met if the tenderer is a ZZP-er (regardless of whether this is a sole proprietorship or a BV).
