Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.
This is being worked on from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
     
Background Program Improvement VHR Monitoring.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). This program works on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of the Nature Program (PN), Nitrogen Reduction and Improvement Program (PSn) and laws and regulations. Their implementation is a task for Provinces and the State jointly.  

The activities in this program are organized along three substantive program lines, arising from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in 2024. Program management is carried out by a small program team consisting of the program manager, a program secretary, a program supporter, a communications strategist and a strategic designer. We want to expand this team with a change strategist. In total, the program team now consists of about 30 colleagues.

Context
The principal for the VVM program is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LNV, IenW, Defense and the cooperating provinces. Its implementation is accommodated by BIJ12. A program team of project leaders, project staff, a project supporter and a program manager give substance to the program, in close cooperation with a network of staff from the provinces, national government and chain partners involved.

To be able to support the provinces even better in the longer term with reliable nature information, BIJ12 commits to a program for the period 2024 - 2030 that is aimed at strengthening existing and new instruments for nature monitoring and at improving the cooperation between the parties that together give substance to the chain of nature information.



What you will do
As senior program secretary, you will ensure that the organizational affairs of the Improvement Program run smoothly. You know how a program team can be well supported and you actively think about improvements in the way of working. Ideally, you will have experience with an agile/scrum approach and use elements of this in your own work and in working within the program team.
Within the program, you plan and organize various activities and sessions and take care of overview and making connections between different types of information from and between the program components. Preparing periodic progress reports are also part of your duties.  
Working closely with the program manager and project leaders, you will prepare decision making. Given the number of organizations cooperating, this is an important and comprehensive process. You also maintain active contact with the client and the participating organizations regarding interests, issues and the commitment of the representatives of those organizations.

Job Description
We are looking for a senior program secretary Nature Monitoring. Experience with intergovernmental programs is a requirement, experience in the nature or provincial domain is a plus.

As senior program secretary, you are responsible for the organizational affairs of the Improvement Program and work closely with the program manager, the project support officer and the procurement and finance coordinator. You will also form a program-wide team together with the strategic communications advisor, change advisor, strategic designer and the prorgram manager that makes the coherence and strategic direction of the program explicit and supports the project leaders in this.
Externally, you maintain contacts with the various organizations on the organizational matters of the program. The emphasis is on organization and overview, planning and signaling in a connecting and accessible way.

Your duties include:
  • Planning and co-organizing the various activities and sessions for the program as a whole;
  • Where appropriate, design and establish organizational processes within the program;
  • Maintain decision list and risk log and initiate actions on these as needed;
  • Plot action items and monitor progress;
  • Preparing process and procedure for decision-making;
  • Provide periodic progress reports;
  • Maintaining contacts with the client and participating organizations regarding organizational matters, issues, interests and deployment of representatives.

Number of hours per week: 32 - 36 hours (partly on location at BIJ12 office in Utrecht, partly at home)
Renewal options of 2 times 12 months.
Renewal is on otherwise equal contractual terms (including hourly rate).
