Role description and task arrangements

Who we are 

BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:  

  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage). 

  • Nature Information and Nature Management (NiNb). 

  • GBO to manage shared information systems. 

  • Nitrogen and Natura 2000
     

Background VHR Monitoring Improvement Program. 

BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). This program works on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of the Nature Program (PN), Nitrogen Reduction and Improvement Program (PSn) and laws and regulations. Their implementation is a task for Provinces and the State jointly.    

 

The activities in this program are organized along three substantive program lines, which stem from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in 2024. Program management is carried out by a small program team consisting of the program manager, a program secretary, a program supporter, a communications strategist and a strategic designer. 

 

Context 

The principal for the program is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LVVN, IenW, Defense and the cooperating provinces. Its implementation is accommodated by BIJ12. The program team as described above, in close cooperation with a network of staff from the provinces, the State and chain partners involved, gives substance to this program.
 

The program covers the period 2024-2030 and is aimed at strengthening existing and new instruments for nature monitoring and improving cooperation between the parties that together shape the chain of nature information. 

 

What will you do? 

 

From the Data & Information Services (Data&IV) program line, you will work in a team that builds products for the substantive program line Nature Measures; IV Nature Measures. Data&IV supports the substantive program lines and also builds a data infrastructure for nature data. 

 

For Nature Measures, an externally organized pilot for standardizing and registering nature restoration measures in nature reserves was completed in early 2025. With the lessons learned from this, a further development environment will be developed for nature reserve managers and management organizations. 

 

In the redevelopment environment, an administrator can implement restoration measures with their own systems. The IV Nature Measures team provides  

  • the uniform and addable recording of nature restoration measures 

  • That the implementation status of a measure can be tracked,  

  • Based on geo-location, it can be registered where the remedial measures are to be carried out and  

  • That datasets can be generated for national reporting. 

 

Within the IV Nature Measures team you will work together with a content specialist, information analyst, full-stack developer, Sr. architect and Sr. product owner. In the short term, a tester and functional administrator will also be added. It is a newly established team for which we are looking for T-shaped people who bring multiple skills with them. You need to have a broad view but also be able to get your hands in the clay and make things yourself, a real start-up mindset.  

 

For this role, we are looking for someone with experience in UX design, design systems (DS) and user testing and where accessibility (WCAG guidelines) is a given.  

 

Within the Agile IV Nature Measures team, you are the designated expert when it comes to working out the flow, translating business and user needs into design criteria, empirical hypotheses, user research, setting up the UI based on the DS, extending and managing the DS together with the designers and developers, and setting up test scenarios with the team. 

 

 

Responsibilities: 

  • Translate business and user needs into design criteria, 

  • Performing empirical hypotheses 

  • Deliver pixel-perfect designs as input to development, 

  • Update and manage the design system with designers and developers, 

  • Set up, conduct and analyze usage research (usability tests), 

  • Develop wireframes, mockups and prototypes to validate usability and effectiveness, 

  • Help define the product vision and strategy, and iteratively develop the product in collaboration with the team 

 

Profile: 

  • At least 5 years of experience with UX design/ product design 

  • Experience designing smart and user-friendly solutions for a professional audience, 

  • You approach problems human-centered, pragmatic, iterative and holistic, seeing organization, process and technology as one design task, 

  • Passion for realization of digital products within the public sector/government, 

  • You know how to make complex issues concrete and can switch well at different levels, 

  • Expert with implementation of WCAG 2.0 and EEE 

  • Experience with Figma  

  • Experience within Agile development processes 

  • Experience in designing for geo 

 

 

Number of hours per week: 32 hours (partly on location of BIJ12 office in Utrecht, partly at home) 

Renewal options of 2 times 12 months. 

 

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
