The Interprovinciaal Overleg (IPO) is an association of, for and by the provinces. The IPO represents the interests of the 12 provinces. The IPO consists of the IPO office in The Hague and BIJ12 in Utrecht. BIJ12 supports provinces in caring for nature and the living environment. We do this by bringing together knowledge and information about the rural area and the physical living environment in the Netherlands. For the unit Expertise Team Nitrogen & Natura 2000 we are looking for a:

Sr. advisor and representative provinces in AERIUS management (Key-user AERIUS).

About the unit
From the Nitrogen & Natura 2000 expertise team, we support the provinces in implementing policy for the Rural Area. As a unit we do not do this alone but together with colleagues within the association (through and from the association IPO) and with our official colleagues at the provinces. Our focus is on the collection, storage and management of data, the development and provision of information (products) and the provision of expertise, knowledge and advice, for example in the areas of Licensing, Supervision and Enforcement (VTH), legal issues, Natura 2000, area-specific work and tools such as AERIUS.

About the field
Nitrogen deposition on Natura 2000 areas is one of the most high-profile dossiers in rural areas. Provinces have responsibilities here to keep the areas in order, but also to test projects that may have effects on the areas. The AERIUS toolbox supports this assessment, but also policy-making. The AERIUS toolarium consists of various modules that model deposition, but also keep track of the accounting of space available for large projects in the Netherlands and provide insight into the state of nature.

This is what you will do
You will be the representative AND point of contact of and for provinces in the further development of the AERIUS toolbox. You will be part of team AERIUS within the Unit Expertise Team Nitrogen & Natura 2000 of BIJ12 and will work closely with team members, experts on (parts of) the project.amen with teammates, experts on (parts of) the AERIUS instrumentarium. You will also do that in close connection with team VTH (licensing, supervision and enforcement) and the lawyers within the unit and with colleagues within IPO office and the IPLG. AND of course you do this in close liaison and together with the provinces, which you represent and support as key-user. You often coordinate with staff from our (state) partners who themselves also have a key-user role. Consider yourself the center of the hourglass: on the one hand towards the provinces, on the other towards said external partners.

You will collect the wishes and requirements of provinces, coordinate them and prepare for (administrative) decision-making in the steering committee with other key users. For example, you will help set priorities for the management and further development of the AERIUS toolbox and the possible development of other tools. In addition You represent the provincial nitrogen and VTH interests in consultations on the further development of instruments such as AERIUS. You initiate, stimulate, steer and ensure that implementation issues end up at the right tables and that knowledge is shared within the provincial organizations. You are very aware that expertise and circumstances may change over time, what that means for the instruments, what that requires of you and what the consequences (may be) for the provinces. It sometimes requires moving with you and sometimes steadfastness.

This is you
You have several years of experience in an environment where external pressure is no stranger to you and you can keep a cool head. You have several years of substantive knowledge in the field of nitrogen, VTH and / or AERIUS. For example at a province, the IPO association, the state, a municipality or consultancy firm. You identify relevant developments and translate them into questions within your own work area. You are proactive and derive satisfaction from guiding the competent authorities at an early stage towards appropriate solutions. You quickly master new and complex matters. Furthermore, you are enthusiastic, flexible and stress resistant and you communicate well both orally and in writing. You are confident, make connections easily and work in a structured way. You feel at home in a political-administrative environment and you can work well independently. You also like working in a team that is open and enthusiastic, helps each other and cooperates.

Furthermore, you have
  • A college education, preferably in a relevant field such as environmental science, wildlife management, political science or public administration
  • Of these, at least 3 years of relevant work experience gained in the field of nitrogen, AERIUS, Natura 2000
  • Knowledge of the Nitrogen & Nature file is a plus
  • Knowledge of the AERIUS products is a plus
  • Knowledge of policy development & administrative processes
