Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations. This is done from 4 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management (NiNb).
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
     
Background VHR Monitoring Improvement Program.
BIJ12 is contractor of the Improvement Program for VHR Monitoring (VVM). This program works on necessary and urgent improvements in the national system of nature monitoring, information facilities and reporting, arising from the joint information needs of the Nature Program (PN), Nitrogen Reduction and Improvement Program (PSn) and laws and regulations. Their implementation is a task for Provinces and the State jointly.  

The activities in this program are organized along three substantive program lines, arising from the various forms of monitoring: Nature Measures, Environmental Conditions and Target Reach. Each program line has a project team. Each project team coordinates the activities and works with representatives and experts from the participating organizations on the results of the program. In addition to the three program lines, the Data and Information program line was launched in 2024. Program management is carried out by a small program team consisting of the program manager, a program secretary, a program supporter, a communications strategist and a strategic designer. We want to expand this team with a change strategist. In total, the program team now consists of about 30 colleagues.

Context
The principal for the program is the Steering Committee on Nature Monitoring and Information with participants on behalf of the ministries of LVVN, IenW, Defense and the cooperating provinces. Its implementation is accommodated by BIJ12. The program team as described above, in close cooperation with a network of staff from the provinces, the State and chain partners involved, gives substance to this program.


The program covers the period 2024-2030 and is aimed at strengthening existing and new instruments for nature monitoring and improving cooperation between the parties that together shape the chain of nature information.

Change Strategy
As a Strategic Change Advisor, you will be responsible for strategy development on implementation and assurance of the results of the four program lines. The first results of the program are expected this year. You contribute to an optimal landing of the program results in practice. Together with the project leaders you will form impact analyses, implementation plans and explore the playing field for proper assurance. You act as a sparring partner for the core program management team, providing strategic change insights and advice essential for program outcomes. You lead change initiatives. You proactively advise on the change processes with various internal and external stakeholders and hook up the necessary specialists. Because the playing field of nature monitoring is so complex, and properly landing the program results is a fundamental part of the success of the program, we are looking for a candidate who has extensive experience both in the change management field, and in the complex managerial playing field of nature monitoring. Affinity and experience with data and information assurance is desired.

You are also a point of contact for change management issues of project leaders within the program lines. In addition, you are closely involved in the transition from development to implementation of new initiatives. Of course you will work closely with colleagues with other and overlapping areas of expertise.

 Profile
  • Demonstrated experience implementing change in large organizations (> 1,000 employees);
  • You are a master of conceptual thinking and can turn complex ideas into clear, strategic plans;
  • You have proven skills in persuasion, change management consulting and organizational sensitivity;
  • You have a completed WO degree in the field of organizational change/change management (such as Culture Organization and Management or similar);
  • You have knowledge of and proven experience with the complex administrative playing field of nature monitoring;
  • You have excellent communication skills both verbally and in writing which allows you to easily interact with internal and external stakeholders at all levels of the playing field;
  • You have an affinity for design thinking, iterative and design-based work;
  • You have experience and affinity with data and information literacy;
  • You have worked in a change management and advisory role for at least 15 years, including at least 5 years at the strategic level.

In addition to the above job requirements, you may recognize yourself in the following competencies: Communicating, connecting, persuasion, collaboration, result-oriented, proactive work and organizational sensitivity.

Number of hours per week: 16-24 hours (partly on location of BIJ12 office in Utrecht, partly at home)

Renewal options of 2 times 12 months. Renewal takes place on otherwise equal contractual terms (including the hourly rate).
