Who are we looking for?
- You have a WO working and thinking level;
- You have proven (long-term) experience in managing a "resources" department (operations);
- Experience in municipal finance is a plus;
- You are available immediately for up to three months;
- You are available for 28 - 32 hours;

Your jobThis position can certainly be called dynamic. You are mostly working at the tactical level. You are a member of the management team consisting of the town clerk, two program managers and four fellow team managers. In the management team you fulfill an initiating, inspiring and connecting role also with regard to the development of the organization.This job includes the following duties:
- You direct two teams, Concern Support and Finance. The content lies with the professionals and quality must be ensured by you with your employees.
- You are a coaching leader and responsible for the personnel components of your organizational unit. You ensure that talents and qualities of employees are seen, valued, developed and deployed.
- You value being a good employer and you have an eye for vitality, sustainable employability and the well-being of the individual with an eye for organizational interests.
- You help to professionalize the teams. You see what it takes to get results to achieve this professionalization.
- You will contribute to maintaining an open and informal culture, with a professional attitude and plenty of personal responsibility.
- You are responsible for creating team plans and achieving the objectives and activities contained therein. You are responsible both for assigning appropriate capacity to internal team processes, as well as projects.

Who we are.
The municipality of Haaksbergen has about 25,000 inhabitants. The community is active and dynamic. The municipality has a vast, 10,550 hectare, large outdoor area with a beautiful coulisse landscape and beautiful natural areas. Haaksbergen is located in the southeast corner of Twente (province of Overijssel).
The municipality of Haaksbergen has the ambition to become a future-proof, independent network municipality. This means that Haaksbergen considers which municipal tasks (policy, direction, management and implementation) will be left to others, the main consideration being that the municipality cannot perform it at a sufficient level. The goal besides the legal tasks is to realize the "Vision Haaksbergen 2030".
Since 2020 we have started a program "Haaksbergen ster(ker) in development". This program consists of three tracks and aims to fulfill various ambitions of the board. As a corollary to this program, a matrix organization has emerged with a subdivision into about ten teams. Vertical leadership is provided by the town clerk/general manager and the team managers; horizontal leadership by the program managers and project leaders.
