Role description and task arrangements

The Environment Act entered into force on January 1, 2024. The environmental plan is one of the municipal instruments in the Environment Act. The municipal environmental vision and programs influence the content and scope of the rules in the environmental plan. The environmental plan is the assessment framework for environmental permits. Municipalities will have until 2031 to develop the Environment Plan.

We are looking for an Environmental Plan Officer (8 hours per week)

What does your position entail?

You will achieve a functioning environmental plan for the Municipality of Haaksbergen that meets the requirements of the (Environmental) law. To achieve this, the process can be divided into a number of sub-goals:
 
- You will summarize, merge and rewrite all applicable zoning plans within the municipality of Haaksbergen within the spirit of the Environment Act. This also applies to the rules relating to the physical living environment. This will be achieved through a clear rule structure in which the rules are drafted logically, legibly and uniformly.

- You will provide a clear explanation for the entire territory. For this purpose, a connection will be sought with the Environmental Vision, as well as other relevant (policy) documents.

- Many map layers will be created, making information accessible as much as possible through a clear and informative digital map layer. Connection will be sought with the existing map layers from the various zoning plans. Where necessary, this will be unified or updated. In addition, as much information as possible will be made accessible through the map layers, so that this increases the user-friendliness of the DSO (Digitaal Stelsel Omgevingswet) for citizens.

- Relevant annexes, themes and regulations are included and incorporated into the structure or appendix where appropriate.  

- The Bridging Estimate provided by the State will be loaded into the temporary municipal environmental plan. Then, the content should be integrally incorporated into the final environmental plan. The rules should be rewritten and incorporated into the main structure.

- Each version of the environmental plan should be published carefully and planned.

- The transition plan (drafted Nov. 2023) needs to be updated. In which concrete goals are also included. This should be incorporated into the plan of action still to be drawn up.

The necessary strategies need to be worked out. For example, strategies are being worked out for the spelling of articles, what map layers are required and what names these map layers should be given. Work on the environmental plan is underway in two places:

1. Pre-production: in the pre-production/test environment, the entire environment plan is developed as mentioned above. When the entire environment plan is developed, it is rolled out across the municipality on a sub-area by sub-area basis, thus moving the environment plan from the test environment to the production environment. Choosing this step alone would mean that it would not be possible to make environment plan changes for development sites until the entire environment plan is finalized. Therefore, we are looking at options for smaller environmental plan amendments or TAM environmental plans, in which "the store is kept open.

2. Production: in the production environment, the possibility of viewing smaller omgevingsplan amendments in procedure is considered. These environmental plan amendments will be included in the overall environmental plan.
