Purpose of the position.
To supervise the entire procurement process for the construction of one artificial turf pitch at a soccer club, with the objective of ensuring the lawful, efficient and quality execution of the project within the set budgets and timelines.

Purpose of the position.
To supervise the entire procurement process for the construction of one artificial turf pitch at a soccer club, with the objective of ensuring the lawful, efficient and quality execution of the project within the set budgets and timelines.
Duties and responsibilities
- Start-up phase
- Participate in start-up meetings with the municipality and the relevant association.
- The goal is to clarify the situation and agree on the follow-up and schedule.
- Inventory phase
- Understanding the existing situation and inventorying data for preparation of specifications and related documents.
- Activities may include surveying furnishing elements and location of fields, performing surveying work and coordinating any necessary environmental investigations.
- The municipality is the client for this study and will take care of any necessary permits and procedures.
- Specification phase
- Preparation of RAW specifications based on the 2020 RAW Standard Provisions.
- Preparation of specification drawings/annexes and executive budget.
- Deliver the documents digitally to the client.
- Tender phase
- Advise on the procurement process, with the Municipality of Hellendoorn conducting the process through Mercell.
- Delivery of specifications and other necessary documents.
- Answering questions from contractors (Notice of Inquiry).
- Preparation of an award recommendation based on evaluation of bids and review against the executive budget.
- Implementation and aftercare phase
- Directing and supervising the contractor's work.
- Conducting and handling the entire technical and financial administration, including (final) recording and preparation of minutes up to and including the aftercare period.
- Organize construction meetings, including chairing, providing agenda and minutes.
- Coordinate the planning and execution of inspections of the synthetic turf fields by an independent inspection institute. Be present at all inspection times.
- Monitor that execution takes place in accordance with NOC*NSF/sports associations standards, RAW specifications, contractor's tender and Standard 2015, UAV 2012.
- Thorough knowledge of procurement laws and procedures.
- Experience with sports facility projects, preferably artificial turf fields.
- Excellent communication and written skills.
- Strong analytical ability and attention to detail.
- Project management skills and ability to meet deadlines.
- Completed education at college or university level, preferably in a relevant field (e.g. construction, civil engineering, law or business administration).
- Minimum 3-5 years of experience in procurement in the construction or sports industry.
- Familiarity with relevant standards and guidelines for artificial turf fields (e.g., FIFA Quality Program, NOC*NSF guidelines).
Personal characteristics:
- Proactive and solution-oriented.
- Customer-oriented and diplomatic in dealing with various stakeholders.
- Stress resistant and able to work within tight time frames.
