Role description and task arrangements

Advisor Procurement Artificial Turf Fields / Project Manager

About the position Are you a specialist in procurement and do you have a passion for sports projects? In this role, you will be responsible for the entire procurement process for the construction of an artificial turf field at a soccer club. Your goal is to successfully complete this project, scheduled between January and August 2025, within the agreed budgets and timelines. From the initial preparations to completion, you will ensure a smooth process and high-quality execution.
Your responsibilities
1. Preparation and analysis:
  • Working with the soccer club to clearly identify their requirements and wishes.
  • Conduct market research to identify the best contractors and suppliers.
  • Preparation of a Program of Requirements (PoR) in consultation with the client.
2. The procurement process:
  • Advising on and supervising a multiple negotiated procurement procedure.
  • Preparation of tender documents, including specifications, schedule and award criteria.
  • Communicate with potential bidders and invite them to participate.
  • Answering questions through the Notice of Inquiry.
3. Review and award:
  • Coordinate the review process of submitted bids.
  • Evaluate bids for value for money and compliance with stated requirements.
  • Advise on the selection of the most appropriate contractor.
4. Contract negotiation and management:
  • Supervise negotiations and draft contractual agreements.
  • Oversee legal and financial compliance with the agreement.
5. Monitoring implementation:
  • Monitor project progress after award.
  • Act as first point of contact for both client and contractor during field construction.
Your profile
Skills and expertise:
  • In-depth knowledge of procurement legislation and experience with multiple negotiated procedures.
  • Practical experience with projects in the sports sector, preferably focused on synthetic turf fields.
  • Strong communication and writing skills.
  • Excellent analytical skills and a keen eye for detail.
  • Project management experience and ability to meet deadlines.
Education and Experience:
  • Wo degree in a relevant field, such as construction, civil engineering, law or business administration.
  • At least 5 years of experience with procurement projects in the construction or sports industry.
  • Knowledge of standards and guidelines for artificial turf fields, such as FIFA Quality Program and NOC*NSF guidelines.
Personal characteristics:
  • Proactive and solution-oriented.
  • Customer-oriented with excellent diplomatic skills.
  • Stress resistant and able to work effectively within tight timelines.
