Are you a driven, enthusiastic and experienced policy officer with coordinating qualities? Do you want to contribute to the fight against undermining crime and is integrity of paramount importance to you? Then we are looking for you!
Coordinator of Undermining
The Municipality of Hellendoorn considers it important to protect its residents and make them resilient against the threats of undermining. We are looking for temporary reinforcement within our Security team in the position of Undermining Coordinator for a period of 5 months (June to November 2025).
Undermining is a collective term for various forms of crime that often remain hidden. It is a form of crime in which criminals abuse legal (government) facilities. Drug production and trafficking, healthcare fraud, money laundering and human trafficking are examples of themes within this topic. Municipalities play a crucial role in the local approach, working with external partners.
What will you do?
As coordinator/policy officer, you play an important role in strengthening the approach against this crime and have the opportunity to use your expertise and make a difference. You are responsible for the (further) development of strategic policy, so that administrative law instruments are optimally used in the fight against undermining. The approach to undermining is always cross-domain. You must be able to involve and involve your colleagues from the various departments so that the policy becomes integral (supported and developed).
In addition, you are responsible for organizing and coordinating integral controls within the municipality that are prepared and executed with various partners. It is also important that you organize recurring awareness-raising activities and trainings so that the subject is structurally brought to the attention and stays alive within the organization, administration and police.
Within the organization, you are the first point of contact for issues concerning undermining. In cooperation with the physical domain, you think along with and contribute to policy and vision formation regarding supervision and enforcement. You support your colleagues in challenges in the field of undermining and give advice on this. From your central role you are the reporting point for signals of undermining and you have frequent consultation with the coordinators of Public Order and Safety and Integral Security Care.
In addition, we do it together as a team Safety! We find it important to be able to jump in for each other when necessary. For example, you may take over external consultations with third parties or a picket shift from one of our coordinators. Here you are flexible and with your expertise always ready to jump in.

- You have a job-related education at the HBO/WO level and preferably experience with Security is a plus.
- You have insight into official and administrative practices, relationships and have broad knowledge of laws and regulations in administrative domains (space, safety, permits, enforcement, social domain).
- You have organizational skills, make connections and enjoy working with colleagues, being a true networker. You have a well-developed helicopter view and analytical skills.
- You communicate easily with various stakeholders both inside and outside the organization.
- You are skilled in conducting conversations at both policy and executive levels, making connections and playing a supportive and advisory role towards the board.
- You have a good feel for administrative issues, are customer-oriented and work in a goal-oriented manner.
- You have excellent verbal and written skills and can handle tight timelines.
