Role description and task arrangements

Assignment Description
As Policy Advisor for District Oriented Working you are responsible for developing, coordinating and advising on policy regarding district-oriented working within the municipality. You work on drafting and recalibrating frameworks, testing national developments against local working methods and translating signals from the neighborhood into concrete policy measures.

You have a coordinating/advising role towards district directors and an advisory role towards the board. You are also responsible for reviewing policy documents and working on the further development of monitoring instruments such as the Neighborhood Barometer.

Main tasks
  • Optimize collaboration with, and advise district directors and the board based on signals from the district.
  • Recalibrate frameworks and regulations as needed.
  • Manage account management towards neighborhood parties, such as housing associations and welfare agencies.
  • Implement new methods to actively involve residents in neighborhood work.
  • Follow national developments and translate them into local policy proposals.
  • Prepare a recommendation on the establishment of city district teams (area teams): determine the needs within the organization, research variants from other municipalities and outline an appropriate interpretation for Hengelo.
  • Support the preparation of neighborhood analyses for each neighborhood.
  • Work with district directors and other district professionals to advise on better visibility and collaboration between different roles in the district, such as the district director, district councilor, district management and district teams in the social domain.
  • Report achieved results and advise on further development.

Profile of the candidate
Desired knowledge and experience
  • Bachelor's or WO degree in a relevant field, such as Public Administration, Social Sciences or Spatial Planning.
  • Experience with neighborhood work and collaboration with resident organizations.
  • Knowledge of legal and administrative processes, including appeal procedures and regulations.
  • Experience with data driven work and policy monitoring.
  • Experience advising administrators and civil service organizations.
