Role description and task arrangements

Project Manager of Task Integrated Access (20-28 hours per week)

People with various help and support needs will be able to turn to the new basic support from 2025. Under the name Wijkracht Hengelo, a new partnership between several care providers has been established for this purpose. In this way, we will bring support closer to the residents of Hengelo. This means that group assistance and day care will be organized in a more district-oriented manner.

Task Integrated Access
In order for basic support to be as successful as possible, it is important to realize a smoothly running integral work process from the municipality of Hengelo in cooperation with our partner Wijkracht Hengelo. 
The past year has been devoted to realizing a "basic variant" integral work process. This was implemented by January 1, 2025. The year 2025 serves as a transition year and we will make and implement further design choices. All this with the goal of achieving a well-organized integral access by 2026. For this you are in charge!

With the frameworks from the transformation plan in mind (normalization, preventive, neighborhood-oriented work and business partnership), further design and optimization should take place with regard to:


Focus Internal Municipality:
  • Further development/optimization of Work Processes (think Department of Support & Care, Work & Income, customer contract center, team Security).
  • Further development and optimization of business management processes (think information, registration, privacy, data exchange, telephony and information technology, among others).
  • Coherence of Hengelo's model basic support and vision for service delivery.
  • Concrete fulfillment of the financial task transformation for the Integral Access component.
  • Content projects; such as integrating AVE model into Hengelo working method in coordination with team Safety and Wijkracht Hengelo.
  • Monitor requests versus capacity in close collaboration with Wmo team manager.
  • Monitor objection and appeal cases & grievance system with quality and capacity in mind.

In relation to Wijkracht Hengelo/partners:
  • Identifying, addressing and advising on HR issues.
  • Making cooperation agreements (with partners). E.g. reaching working agreements on levying co-payments/linking with CAK.
  • Focus on participation with residents and partners
  • Organize ad hoc joint case conferences and case tables.

This requires careful preparation and implementation, in consultation with residents and partners. But also internally, because these choices have an impact on the work of our colleagues. You will work closely with the WMO and Youth & Family team managers, where you are project leader and coordinator.
         
Who are you?
You are a senior policy advisor/project leader with municipal experience regarding change tasks within the social domain. You are a solid professional who is result-oriented, analytical and problem-solving. You are also a connector and know how to involve people with different backgrounds and levels in tasks in the social domain and to stimulate creativity and cooperation. Finally, you get energy from working with an involved and ambitious team on a complex change task.

You have the following qualifications:
  • demonstrable experience in leading complex change assignments, preferably regarding integral access social domain;
  • Political administrative sensitivity;
  • Analytical thinking skills and be able to translate this into concrete actions;
  • HBO/WO working and thinking level.
Where will you work?
This assignment is positioned within the Social Domain Policy Team (Social Strategy and Development Department) which consists of the policy advisors in the areas of Participation, Work and Income, Youth, Education, Safety and Care, WMO, Housing, Welfare and Care. In addition, you will work intensively with the Support & Care Department and the Participation, Work and Income Department. For example, the task of integral access is discussed bi-weekly with the management team Support & Care, where tasks are jointly prioritized and divided.
