Role description and task arrangements

Background of the Assignment
The municipality of Hengelo is in full development and is committed to further professionalizing its business operations. We have started the development of business partnership for the business management domain. We are looking for a strategic advisor who can help us with the next steps in this development. We are developing a PDC that serves as a guide for feedback discussions with internal customers. You will help us design and set up the PDC and know how to translate this into feedback conversations. Again, you will help with the design and set-up and support managers in the conversations.


In addition, you will help us further professionalize contract management.
Contract management plays a crucial role in achieving policy goals and controlling financial and legal risks. At the same time, close cooperation between business management and line departments is essential to translate strategic ambitions into concrete results.

We are looking for a consultant who can further develop and implement these themes, with an eye for organizational development, process optimization and stakeholder management.

Assignment Description
As a Strategic Advisor for Operations, you will have a key role in the continued development of contract management and business partnership within the municipality. You will work on:
  1. Continued contract management development:
    • To further professionalize contract management within the municipality, focusing on risk management, monitoring and reporting.
    • Develop and implement a contract management policy that matches the needs of the organization and legal frameworks.
    • Strengthening collaboration between contract managers, procurement consultant, buyers and policy departments.
  2. Strengthen business partnership:
    • Improving collaboration between operations and subject departments so that operations becomes a proactive and strategic partner.
    • Develop frameworks, processes and practices that contribute to an integrated approach to business operations.
    • Advising management and board on needed changes and improvements.
  3. Change and implementation process:
    • Including stakeholders in the change and creating support within the organization.
    • Guiding teams in the new practices and promoting a learning organization.
    • Monitoring progress and reporting on results and impact.

Expertise and Experience Requested
  • At least 4 years of experience as a strategic consultant within a municipal or government organization.
  • Demonstrated experience with contract management and business partnership within a complex organization.
  • Experience with change and implementation processes, including stakeholder management.
  • Knowledge of relevant laws and regulations within the public sector.
  • Strong analytical and communication skills.
  • Ability to shift gears both strategically and pragmatically.
