Role description and task arrangements

Hiring Policy Advisor for Housing
Are you an experienced policy advisor in the field of housing and housing? Do you know how to smoothly combine policy development and administrative advice and do you easily switch between vision and practice? Then this assignment is for you.

Assignment Description
For this assignment, the emphasis is on the field of housing and you will be responsible for advising on and investigating developments in the field of housing and public housing. You are able to translate these developments from the vision on housing into policy documents and know how to advise on these. In housing developments you supervise and maintain contact with other authorities, neighboring municipalities, housing corporations and market parties. You communicate easily with the college and your administrative colleagues as well as the city council and residents. You do this in close cooperation with the permanent policy officer. The exact division of tasks will be determined in consultation.

What will you do?
  • Drafting the housing regulation including a new urgency regulation in regional cooperation (completion by the end of 2026)
  • Preparation of a public housing program based on already inventoried housing policies
  • Translating the regional residential care vision into local implementable policy frameworks
  • Conducting consultations with housing corporations, healthcare parties, market participants and regional municipalities
  • Engaging residents and advising college and council
  • Making an active contribution to the further development of local housing policy in its entirety

Who are we looking for?
A solid, independent consultant who:
- Has proven experience in the field of housing and housing
- Is politico-administrative sensitive and can effortlessly switch between different interests
- Strong in policy writing, process supervision and project management


Requirements
  • The candidate will have at least a completed college degree in the field of public administration, social geography, planning or similar relevant education.
  • The candidate will have proven experience of at least 5 years as a policy advisor within the spatial domain at a municipality.
  • The candidate will have at least 3 years of demonstrated experience in policy development in housing and housing.

Wishes
  • The candidate has experience in drafting or contributing to at least one of the following documents: housing ordinance, urgency regulation, public housing program, residential care vision (demonstrated on resume).
  • The candidate has experience in regional policy making and collaboration with neighboring municipalities, housing association and market players (demonstrable on resume).
  • The candidate is available from June 1 or earlier.
