Context

Assignment description
As an independent program advisor for youth, the contractor will make a substantive contribution to the youth policy of the municipality of Twenterand. The assignment includes strategic advice, policy development, participation in regional consultations (OZJT/Samen14), analysis and elaboration of complex dossiers and preparation of administrative decision-making.

- Conduct a local analysis and prepare an implementation proposal on the Youth Reform Agenda.
- Prepare a board recommendation and implementation proposal for the Child and Youth Protection Future Scenario.
- Conduct a financial analysis of youth aid expenditures and formulate savings proposals.
- Preparation of policy advice, reports and memoranda to support administrative decision-making.
- Representation of Twenterand in relevant regional collaborations.
- Coordination of projects related to access, cooperation and prevention in youth care.
- Connect youth policy with other domains such as Wmo, education and safety.

- Local Analysis and Implementation Plan Youth Reform Agenda (Q2 2025).
- Advisory Note and Implementation Proposal Child and Youth Protection Future Scenario (Q3 2025).
- Youth aid financial analysis including concrete advice for controlling expenditures (Q3 2025).
- Delivered administrative documents/opinions as needed.
- Structural participation in regional consultations with feedback to municipality.
Contractor Profile
- Minimum 5 years of experience within the social domain in with a pre in the area of youth and/or safety.
- Knowledge of current (local) developments (Youth Act, Reform Agenda, Together14).
- Experience in policy development, program direction and administrative consulting.
- Independent working professional, with strong analytical and connecting skills.
- WO level, managerially sensitive, data-driven and results-oriented.
