Are you an experienced project manager with knowledge in the field of subsidies? Do you find it a challenge to contribute to the implementation of new policies and forms of cooperation between government and social organizations? Then we are looking for you!
Assignment Description
The municipality of Twenterand has established a new policy for providing subsidies to social organisations. This policy focuses on the lawful and efficient use of public funds, whereby activities are supported that contribute to the social and policy objectives of the municipality. For activities that fall under purchasing, a tender procedure is followed in accordance with the municipal Purchasing and Tendering Policy. For other activities, an appropriate subsidy process is set up.
As project leader Purchasing and Subsidies you are responsible for the coordination of this policy implementation. You operate from the Sports and Culture department, but work closely with colleagues from the social domain, the internal purchasing department and other stakeholders involved. The purchasing department carries out the tendering part; you focus on setting up and executing the subsidy process and the overall planning.
You ensure that:
  • all parties involved are well informed about progress and responsibilities;
  • planning and processes are aligned;
  • cooperation between departments runs smoothly;
  • there is insight into the status (stavaza) of both the purchasing and subsidy processes.

You bring the right people together, monitor the progress of the process and ensure that the implementation of the new policy is structured, transparent and in good cooperation. In doing so, you keep an eye on the sustainable relationship that the municipality strives for with social organizations.
Milestones and deliverables:
  • Project plan including approach and planning established
  • Memo on the subsidy schemes to be drawn up, in which the preferred direction has been coordinated with internal stakeholders
  • Preparation and implementation of participation evenings on new subsidy schemes
  • Advisory note on draft subsidy schemes and consultation procedures to be followed
  • Advisory note on bundling of purchase orders
  • Response note to consultation on draft subsidy schemes
  • Definitive subsidy schemes; budget, activity and valuation subsidies
  • Advisory note on terminating subsidy relationships and decisions on terminating all current subsidy relationships
  • Implementation plan for new subsidy schemes
Requirements
  • The candidate has a higher professional education in public administration, (administrative) law or similar.
  • The candidate has at least 5 years of work experience with a municipality.
  • The candidate has experience with legal and financial aspects of subsidies and agreements.
  • The candidate has at least 3 years of work experience as a project manager.
Wishes
  • The candidate has a university degree in public administration, (administrative) law or similar.
  • The candidate has additional training/specialization in subsidy law
  • The candidate has a demonstrable affinity with subsidy policy (demonstrable on CV).
  • The candidate is available 24 hours per week during the assignment.
