Would you like to lead a strategic initiative that has a direct impact on the continuity and reliability of the Dutch energy supply? The Program Management Organization (pRO) is seeking a Chain Resilience Theme Owner within the energy market who will work with vision and decisiveness to strengthen sector-wide resilience and deliver results.

About our partnership
The eight regional grid operators collaborate closely within the Customer & Market domain to achieve a sustainable and future-proof energy supply. The pRO is a virtual network organization established by and for the grid operators.
We facilitate joint management of customer and market processes within the Customer & Market domain. This includes products and services that are crucial to the energy transition: from digital customer processes to flexible market facilitation.

Within this partnership, we work on strategic themes that contribute to a future-proof energy system. The Resilience theme focuses on strengthening the robustness, continuity, and crisis resilience of processes, systems, and collaboration within the sector.

Your role as Resilience Theme Owner
The Resilience theme is still under development. That is why we are looking for a theme owner who combines substantive expertise with the ability to lead and execute. You have demonstrable “hands-on” experience in the areas of business continuity, crisis management, operational resilience, risk management, and/or security, and are able to translate this knowledge into concrete sector-wide decisions and results.

As Theme Owner, you are responsible for the development and implementation of the Resilience theme. You will develop substantive frameworks, set priorities, and translate strategic objectives into a roadmap, concrete results, and actionable agreements between network operators, EDSN, and other stakeholders.

You will operate at the intersection of business, IT, governance, and operations. In this role, you will serve as the substantive point of contact for issues related to continuity, crisis resilience, security, and supply chain dependencies.

Your responsibilities

Developing a substantive vision and approach for the theme of Resilience;

Translating strategic objectives into specific thematic goals, frameworks, and priorities;

Developing and implementing a thematic roadmap that includes epics, dependencies, and concrete results;

Identifying risks, supply chain dependencies, and vulnerabilities within processes, systems, and collaborations;
-
Initiate improvement initiatives in the areas of business continuity, crisis management, security, operational resilience, and/or supply chain resilience;

Forming, providing substantive guidance to, and leading the small thematic team;
-
Prioritizing and focusing on the epic backlog, value creation, and the achievement of agreed-upon results;
-
Preparing and facilitating decision-making, business cases, and administrative considerations;
-
Reporting on progress, risks, dependencies, and bottlenecks during strategic meetings;
-
Bringing stakeholders together and strengthening sector-wide collaboration among network operators, EDSN, and other relevant parties.

Who are you?
You are a strategically strong, results-oriented professional with proven subject-matter expertise in the field of resilience. You can translate complex concepts into policy decisions and concrete implementation. You navigate political environments with ease, dealing with numerous stakeholders, diverse interests, and limited hierarchical oversight.

You are assertive enough to provide substantive guidance, yet also collaborative enough to bring all parties on board. You bring structure to the process, make decisions, and ensure that the issue is not only discussed but also actually moves forward.

Knowledge and experience
-
A completed associate's degree and a bachelor's-level standard of work and thinking;
-
At least 7 years of relevant experience in business continuity management, crisis management, operational resilience, risk management, or security;

Demonstrable experience in developing or implementing frameworks, policies, standards, roadmaps, plans, or improvement programs in the areas of resilience, business continuity, crisis management, or security;
-
Experience in addressing complex, cross-sectoral, or supply-chain-focused challenges;
-
Demonstrable experience with stakeholder management and collaborating within networks involving multiple organizations and interests;
-
Ability to combine subject-matter expertise with program management, prioritization, and the ability to get things done.

Strong pros
-
Experience in the energy sector, preferably with or in collaboration with grid operators, EDSN, or other parties in the energy chain;
-
Knowledge of relevant standards and topics such as ISO 22301, ISO 31000, NIS2, BIO, crisis management, BIAs, BCPs, disaster recovery, incident management, and supply chain resilience;

Experience in setting up, facilitating, or evaluating exercises, tests, or crisis simulations;

Experience with SAFe, agile methodologies, Jira, or portfolio management.
