Description of coordination activities related to vacation parks

 

Contact person for matters related to vacation parks

This concerns questions regarding transformation and permanent residency, insofar as they do not fall within the regular scope of work of the VTH or OOV teams. Questions from vacation parks regarding tourism are handled by the Economy and Recreation Cluster.

 

Coordination of the Mooi Schipborg Transformation Pilot Project

In December 2025, the municipal executive made a final decision to terminate the Mooi Schipborg transformation pilot. Following this decision, the presidium agreed to organize another informational meeting for the city council, during which the council will have the opportunity to ask questions. In addition, there is still a request for information from the Mooi Schipborg Homeowners’ Association that needs to be addressed.

 

Duties:

  • Preparation for the informational meeting and attendance at the meeting
  • Point of contact for the Mooi Schipborg Homeowners' Association
  • Coordinate with colleagues as needed
  • If necessary, follow up on any necessary actions
  • Completion of the information request regarding Mooi Schipborg

 

Setting Goals for Vacation Resorts

In recent years, the municipal executive has focused on revitalizing vacation parks. To this end, a program was launched at the time, and additional funding was allocated to cover staffing costs and implementation expenses. In addition, extra support was available through the Drenthe “Vital Vacation Parks” program.

In 2020, the “Future of Holiday Parks” policy document was adopted for a period of four years. The municipal executive had previously decided to phase out the program and invest in the sector. With the decision to cease participation in the Drenthe program, the municipal executive has also decided to redefine the level of ambition for viable vacation parks, now that the period covered by the strategy memorandum has expired. The chosen level of ambition has an impact on the necessary staffing requirements.

Duties:

  • Preparing and conducting a class session (draft document available)
  • Following the faculty meeting, prepare a proposal for the faculty meeting that includes:
    • Translation into the required capacity for the organization
    • If necessary, address initiatives arising from the defined level of ambition (e.g., framework for future questions regarding transformation, withdrawal of the council’s strategic memorandum).

Primary point of contact for questions regarding the Eexterkoele/Hondsrug transformation following the Council of State’s ruling.
The zoning plan has been adopted by the city council. An appeal has been filed. We are awaiting the decision of the Council of State.

If the Council of State rules in our favor, an implementation plan is ready to go, outlining a wide range of actions that must be carried out in the coming years (sewer maintenance and repairs, road construction, disconnecting stormwater systems, complying with building codes, etc.). It is desirable to have someone responsible for monitoring the progress of this plan’s implementation. This role must be assigned within the organization.

Tasks

  • Based on the questions and tasks, ensure that responsibilities are assigned to the appropriate staff in consultation with colleagues.

 

Coordination regarding the decision on the vacation park:
  • Ensure that the council issues a decision and that it is clear what this means for the next steps in implementing the decision, and arrange the necessary capacity for this by submitting a proposal.
  • Prepare this follow-up and delegate its implementation to the team

  • Work with colleagues to develop a proposal outlining what is needed to implement the policy and how it will be integrated into the organization.
