The municipality of Aa en Hunze wants to invest in the sustainable employability of its employees and offer flexibility in working methods and workplaces. To achieve this, we are looking for an experienced HR advisor who can develop an integrated vitality policy and a scheme for working from home/hybrid working that fits in with the culture, structure, and ambitions of our organization.
The municipality wants to structurally embed vitality and sustainable employability while offering flexibility in where and how work is done. This requires a policy that complies with collective labor agreement obligations and legal frameworks and that is fully aligned with existing HR processes and organization-wide policy frameworks.
You will develop a vitality policy that complies with the obligations set out in the collective labor agreement for municipalities (including Article 8.8), aligns with our HR processes, and is appropriate for our organizational context.
In addition, you will develop a policy and regulations for hybrid working that comply with legislation and regulations and are in line with our culture and way of working. The policy must be fully aligned with the occupational health and safety policy, absenteeism policy, our way of working, and the accommodation/workplace vision.
Both policy documents are drawn up in consultation with the Works Council.
Analyzing collective bargaining agreements and laws and regulations;
Involving stakeholders (HR, management, team leaders, and works council);
Formulating and establishing policy, including implementation plan;
Advising on assurance, monitoring, and evaluation;
Developing implementation regulations and guidelines for vitality and sustainable employability;
Developing implementation regulations and guidelines for the workplace and working methods, including hybrid workplaces.
By safeguarding, we mean, among other things, embedding the policy in the HR cycle, assigning responsibilities to team leaders and HR, and formulating KPIs such as absenteeism, employee satisfaction, and use of regulations.
Established vitality policy and associated regulations;
Established policy and regulations for hybrid working;
Implementation plan including planning and phasing;
Communication approach;
Monitoring and evaluation framework.
We are looking for an HR advisor with:
Experience in drafting policy within the municipal sector;
Knowledge of collective bargaining agreements and relevant laws and regulations;
Strong communication skills, both verbal and written;
Organizational sensitivity;
A strategic perspective;
Willingness to be physically present at least one day per week.
