Reason and Background Information
The municipality of Aa en Hunze has a two-person executive board, consisting of a general director (who also serves as municipal secretary) and a deputy director (who also serves as acting municipal secretary). Due to health reasons, the deputy director will step down from her position in September 2026. Until then, she will continue to work on a limited basis. In connection with this, we are seeking an interim deputy director for 32–36 hours per week, initially until the end of 2026.

We are looking for an interim director who can start on short notice. This is partly to restore management capacity to its previous level, and partly so that the current deputy director can train the interim deputy director.
The position will soon be advertised to find a permanent successor for the role of deputy director. After the permanent successor takes office, the interim deputy director will continue in the role for some time, resulting in a three-member executive board for a temporary period. The rationale behind this temporary expansion of capacity is, on the one hand, to create the opportunity to properly embed the management tasks within the new management structure and, on the other hand, to be able to handle the additional demands that will be placed on the management in the coming period in connection with, among other things, the appointment of a new Municipal Executive and a management team development program that will begin later this year.
The organization has a management structure consisting of the executive board, team leaders, and staff (strategy, implementation, and execution). The executive board is supported and advised by the business controller, the executive secretary, and the board secretary. Together with the executive board, these advisors form the Executive Team (ET). The team leaders and the ET together form the Management Team (MT).

Assignment
The interim deputy director is a member of the executive board. The executive board provides overall leadership to the organization and ensures adequate support for the municipal administration. This involves close collaboration within the DT and MT frameworks. In their leadership roles, the executive board members jointly manage the eleven team leaders and the task manager who work within the organization. In addition, the executive board members participate in a number of intermunicipal meetings at the executive level.

The management team bears ultimate responsibility for the civil service’s efforts to achieve administrative objectives and for the further development and professionalization of the civil service organization. In doing so, we aim to be an organization that stands for excellent service, where employees can perform at their best and where they enjoy working and can grow. To achieve this, the management team looks not only at “what must be done,” but also at “what is possible,” and strives to maintain a good balance between the two.
In addition, the management team and team leaders are implementing the “Organizational Development Roadmap,” a thematic framework aimed at the further development and professionalization of the organization.
In these roles, as an interim deputy director, you will help build an effective, agile, and collaborative organization that is well-aligned with the needs of residents and the administration.

As a member of the executive board, you share responsibility for the overall management of the organization and directly supervise a number of team leaders and, when necessary, the project manager as well. In their day-to-day work, the members of the executive board serve as sparring partners for one another, operate as a unified team, and speak with one voice.
As a member of the Executive Board and in consultation with the DT and MT, you will play a key role in the organization’s continued development. In particular, you will play a key role in designing and overseeing the MT development program that begins this year, and you will help steer the development and implementation of the strategic organizational policy. In doing so, you will place a strong emphasis on the human aspects of change, leadership, and collaboration.

  • Provide your team leaders with guidance and trust, and support their development through coaching and by giving them the freedom to take ownership
  • you strengthen an organizational culture centered on development, ownership, and collaboration

  • You encourage collaboration between teams and on tasks
  • You stand in for the municipal secretary/executive director when they are absent
  • you will assist the mayor and aldermen as acting municipal secretary when necessary (you will also be appointed to that position)
