Role description and task arrangements

Legal Planner

We are looking for a Legal Planner to join the municipality of Aa en Hunze through a Deta arrangement and contribute to a livable and future-proof environment.

Organizational context
You will be working within the Spatial Policy team, which consists of approximately 30 colleagues. The team works on a wide range of policy areas, including:
  • Housing and Urban Planning
  • Economy, Recreation, and Tourism
  • Sustainability, Land Affairs, and Real Estate
In addition, we are involved in major initiatives such as housing development, sustainability efforts, the Nij Begun/Regiodeal, the Lower Saxony Line, and the environmental vision.

The assignment
Our municipality consists of charming villages and a vibrant rural area. The goal is to keep these places attractive for living, working, and socializing. To this end, we are seeking a legal planner who:
  • Provides advice and facilitates communication on spatial and legal issues
  • Manages projects from start to finish
  • Provides advice to management, colleagues, and external parties
  • Helps ensure that laws and regulations are effectively applied in practice
Examples of projects that shape the development of our villages and rural areas. These include housing initiatives, the development of industrial parks, recreational developments, and other spatial planning projects that contribute to a livable community.


Duties and responsibilities
  • Providing advice on legal and land-use issues
  • Managing projects and processes
  • Serve as a legal resource in the field of urban planning
  • Balancing strategy and execution, while keeping stakeholders in mind
  • Consult with project initiators, project groups, and the board


Profile We are looking for a colleague who:
  • Has an academic background and holds a law degree
  • Has a strong knowledge of environmental law (BOPA, EFTAL, Ow, BKL, etc.)
  • Able to work independently, but also able to collaborate effectively with colleagues, management, and external partners
  • Broad applicability in spatial planning matters
  • Has a keen political sense and an understanding of political dynamics
  • Balancing strategy and implementation: bridging the gap between legislation, policy, and practice while keeping stakeholders in mind
Experience with area development processes and related agreements is a plus. Both experienced professionals and candidates still developing their skills can take on a role; guidance and support are available.

Staffing
  • Duration: Initially flexible, subject to mutual agreement (e.g., temporarily increased hours may be possible), with the expectation that the employee will eventually be hired by the municipality on a permanent basis for 24 hours per week
  • Location: City Hall; hybrid work options available
  • Contract type: Deta construction, through an agency: no placement fee
  • After the temporary assignment period, and provided the employee has performed satisfactorily, they may be hired directly by the municipality on a permanent, full-time basis, without the agency charging a placement fee.
