Project Manager, Public Housing Program

The municipality is about to start drawing up its first public housing program. With the imminent entry into force of the Public Housing Control Act, establishing a public housing program is a legal obligation. This program replaces parts of the current housing vision, which expires after December 31, 2026. Before that date, a defined, coherent, and feasible public housing program must be in place that provides direction for the municipality's housing construction tasks and is in line with the environmental vision, which is also still in preparation, and the recently adopted residential care vision.

For this assignment, the municipality is looking for an experienced professional who, as project leader, will oversee the drafting and implementation of the public housing program. As a contractor, you will be responsible for translating social challenges, policy objectives, and housing needs into concrete choices, priorities, and implementation agreements. You will take responsibility for any public housing instruments that need to be developed, ensuring consistency between strategy, policy, and implementation. As a project leader, you operate at the intersection of content, process, and administrative advice, and you know how to connect internal and external parties.

You will actively participate in track 1 of the integrated housing program, where guiding choices are prepared, and contribute the public housing perspective. In this role, you will identify strategic issues and dilemmas and translate them into a feasible program and further elaboration in explorations, projects, and monitoring.

During the assignment, you will work with various stakeholders, such as the policy teams involved, project leaders, the board, and external partners, such as the province, housing associations, healthcare organizations, and other municipalities. The result of your efforts will be an administratively supported public housing program, including prioritization and implementation guidelines, which can be adopted on January 1 and will serve as the basis for the further implementation of the housing construction task.
