Project Manager for Collaboration on the Environment Act
Reason:
The Environment Act calls for a different approach to collaboration in order to provide project proponents with comprehensive and practical advice. This requires not only a different work process, but also clarity regarding the division of roles and responsibilities, as well as the corresponding attitude and behavior based on the “yes, provided that” principle.
Over the past year, the team leaders of the Licensing Team and the Spatial Policy Team, together with the relevant teams, have made numerous efforts to develop a widely supported and effective working method.
Despite these efforts and good intentions, however, we have not been able to truly bring the two teams together. This has consequences for employees, who often find the collaboration stressful: they avoid contact, and work piles up. As a result, it also affects project initiators, who have to wait too long for comprehensive advice and subsequently issue notices of default to the municipality.
The team leaders believe this situation cannot continue and want to bring in an external team coach to improve the process and collaboration among team members.
What is the goal?
The guidance focuses on three interrelated goals:
1) A clear and practical initiative process
• Clear roles, tasks, and responsibilities
• Clear process guidelines and decision-making
• Supported by the employees and managers involved
2) Strengthening cooperation
• A better understanding of each other’s perspectives, interests, and expertise
• Focus on working together to develop a comprehensive and well-considered recommendation
• A positive work environment in which employees actively seek each other out and engage with one another
• Targeted utilization of employees' talents
3) Better service for project initiators
• Shorter turnaround times and process predictability
• More practical recommendations for developing a feasible plan
