Vacancy: Advisor Youth Reform Agenda - Municipality of Borger-Odoorn

Location: Borger-Odoorn
Start date: October 1, 2025
Duration: Minimum 24 hours per week, until December 31, 2025 - with possibility of extension


The Reason
The Youth Reform Agenda was created out of the urgent need to address structural bottlenecks in youth care and make the system financially sustainable. The agenda focuses on improving the quality and effectiveness of youth care. Our common goal: to provide better and timely care to children, youth and families - in the right place at the right time.

The assignment
We are looking for an experienced Advisor Reform Agenda Youth who will prepare a thorough analysis for the municipality of Borger-Odoorn and guide us in developing a strong local team. This team must be able to effectively respond to the needs of children, youth and their families.

The consultant will map the field at hand, including the partners, processes and preconditions needed for optimal cooperation and care. This includes a financial analysis so that it becomes clear what choices are needed to achieve the goals of the Reform Agenda.

Intended outcome
The consultant's deliverables include:

  • Retrieve a managerial and official mandate.

  • Investigate how the implementation plan Reform Agenda Youth translates to the front-line field in Borger-Odoorn.

  • Conducting a scan of the current field, including conclusions about its distance from the goals of the Reform Agenda.

  • Depending on outcomes: explore scenarios to close the gap.

  • A further exploration of options for achieving robust local teams.

  • Engage relevant stakeholders and encourage collaboration.

  • Sharing results on the local impact of the Youth Reform Agenda.

  • Possible contribution to the implementation and monitoring of the implementation plan.

We ask

  • Experience with consulting and analysis in the social domain, preferably within youth care. Knowledge of/experience with the Youth Act is a plus. 

  • Strong analytical skills and the ability to translate complex issues into clear insights and recommendations.

  • Knowledge of administrative and civil service processes.

  • Ability to connect parties and encourage collaboration.

  • Communicatively strong, process-oriented and results-oriented.
