Project Manager for the Emmen Region

The Emmen region is poised to take the next step—not only in terms of development, but also in scale and significance. We are working to achieve a significant leap forward in the areas of housing, employment, amenities, and mobility. A region with room for growth: for new businesses, for innovation, and for attractive living—high and dry, above sea level. We aim to take a leading position, particularly in the areas of the circular economy and sustainable development. With room for entrepreneurship, robust amenities, and excellent accessibility (in conjunction with initiatives such as the National Key Project Lelylijn/NSL), we are building a region that is both future-proof and attractive.

The municipalities of Emmen, Coevorden, Hoogeveen, and Borger-Odoorn are collaborating with the province of Drenthe and the national government on this shared goal. A widely supported vision for the region through 2050 has now been established. This vision serves as the starting point for the next phase: working together to develop a robust implementation plan.
This vision is explicitly intended to serve as a foundation for developing a coherent plan in collaboration with partners at the regional, national, and international levels. This includes initiatives such as the National Program for Vital Regions (NPVR), as well as challenges related to defense, mobility (NSL), and economic development.

We are looking for a project manager for this phase.

The assignment
The task is to translate the existing vision into a robust, coherent, and actionable plan for the region—a plan that serves multiple objectives and connects various strands.
The pioneer:
  • is working with partners to develop a concrete and dynamic implementation plan for the region;
  • links regional goals to national programs and opportunities;
  • ensures coherence among various areas (housing, employment, mobility, economy);
  • brings partners together and fosters shared ownership.

In this regard, explicit attention must be paid to the collaboration itself. The origins of the current collaboration differ from the ambition we now face. This calls for a reassessment of our goals, roles, and working methods. The first phase saw effective collaboration. The next phase requires a fresh start, with an appropriate structure for the collaboration and a clearly defined project team. The collaboration focuses explicitly on the triple helix: governments, the business community, education, and civil society organizations working together on the region’s future.

What you will do
As a pioneer:
  • you translate the existing vision into a coherent and actionable program plan;
  • you will work with partners from government, the business community, education, and civil society to achieve shared goals;
  • organize commitment and ownership in the region;
  • link your regional priorities to national programs and opportunities;
  • develop a strategic positioning and lobbying strategy aimed at the federal government;
  • you will work to establish appropriate governance and an effective program organization;
  • you will ensure that the Emmen Region has a strong and recognizable profile.

The result
The result is a widely supported implementation and program plan for the Emmen Region, which:
  • sets the direction for the region's development through 2050;
  • identifies specific tasks, priorities, and investments;
  • can be deployed across various initiatives and with various partners (such as NPVR, mobility, defense, and economic development);
  • clarifies which partners are needed and how they work together;
  • includes a clear governance and implementation structure.
The goal is to have a robust and widely supported plan in place by the end of 2026 that provides direction and is feasible.

Duration and commitment
The assignment will initially run through the end of 2026, with a workload of approximately 24–32 hours per week. Depending on progress and the next phase, the collaboration may be extended.
