Program Manager Housing wanted (temporary position for 16 to 24 hours/week)

At the municipality of Borger-Odoorn, we work on major social challenges through programs and projects. Due to the absence of a colleague, we are temporarily looking for a program manager for the Housing program. We are looking for someone with knowledge and experience in spatial development and housing projects.

What will you do?

Your assignment is the housing challenge in our municipality. Within the program, there are various subprojects that work on (accelerating) the housing challenge and realizing the finalized housing deal. These are housing projects organized by the municipality (new residential areas, smaller plans, housing types). In addition, there are commercial and private parties with plans for which we centrally coordinate the municipal involvement in a sub-project (advice, plan guidance, prioritization of municipal involvement).

In your role as program manager, you are responsible for organizing and managing multiple complex projects or subprograms. You lead the program and the program organization, switching between strategic, tactical, and operational levels. In doing so, you organize the translation of administrative objectives into program and project goals and results, as well as the necessary resources to achieve them. You will manage the program assignment in a dynamic field of new opportunities and wishes that arise. You will connect and negotiate with various partners with different interests. You will then organize and manage the realization of the program results. In doing so, you will advise the administrative and civil service client on the course and content of the programs/tasks.

We are looking for a colleague who is capable of setting and maintaining a course with vision and courage. You will therefore have extensive experience in program management and in working and advising in a political environment with social impact. Extensive experience in large-scale (spatial area) adjustments is a major plus for us. Within our municipality, we attach great importance to building our broad prosperity. This requires you to advise and work on your assignments with a broad and future-proof perspective. This demands a great deal of analytical ability, but also process-oriented insight. We are looking for someone who is able to think and act in terms of structures. Someone with extensive knowledge and experience of political and administrative processes. You have political and administrative sensitivity. That is why we also require an academic level of working and thinking, through education or experience.

Where will you be working?

Your home base is the Programs and Projects department. This department consists of a small core of permanent employees (program managers, project leaders, project support staff, management advisor, area coordinators). In addition, we often hire extra capacity where necessary (program managers, project leaders, participation advisors). Within Borger-Odoorn, we work from the ground up using the Project and Program Creation method and we use portfolio management to steer our assignment package. We manage programs and projects in the triangle of administrative client, civil service client, and contractor (i.e., you).

As a team, we believe it is important to continue developing ourselves and we work together to achieve this. Our team consists of a good balance of doers and thinkers. We have great organizational strength. We consciously play to each other's personal strengths. In addition, we enjoy humor in our collaboration and there is a great deal of collegiality.
