Borger-Odoorn has ambitious housing development goals. By 2036, we aim to build at least 500 new homes that meet the needs of first-time homebuyers, families, and seniors. To achieve this goal, we are seeking an independent and experienced Housing Development Coordinator who, on behalf of the municipality, will oversee housing development initiatives by developers, housing cooperatives, and private developers.

This specifically concerns housing development projects on non-municipal land. The project initiator remains responsible for developing the plan. You will ensure that the municipal processes run smoothly and that the organization manages the plans in a proactive, comprehensive, and meticulous manner.

 

The assignment

As a housing development coordinator, you are the primary point of contact for project initiators and the connecting link within the municipal organization.

You will oversee housing development initiatives from the initial proposal through the planning process to the final granting of permits. In doing so, you will focus not on the content of the construction plan, but on the process itself.

You monitor progress, coordinate internal collaboration among the various disciplines, and ensure that procedures are followed in a timely manner. When bottlenecks arise, you bring the relevant parties together and work to find solutions.

Your duties include:

  • oversee housing development initiatives by developers, housing cooperatives, and private developers;
  • serve as a dedicated point of contact for project initiators throughout the entire municipal process;
  • coordinating the internal handling of housing development initiatives;
  • monitoring the scheduling, progress, and quality of municipal procedures;
  • organizing comprehensive coordination among, among other things, land-use planning, permitting, housing, traffic, urban design, sustainability, public space, and legal affairs;
  • identifying bottlenecks and working toward solutions and process improvements;
  • advise on the feasibility of initiatives within the municipal housing policy;
  • preparing administrative decisions as needed;
  • negotiate, among other things, the proportion of affordable housing and other public-private agreements;
  • contribute to the further professionalization of municipal housing development processes.

 

Who are we looking for?

We are looking for a capable professional who has experience with complex municipal processes and can easily navigate interactions between the administration, project initiators, and various professional disciplines.

You are a team player, decisive, and able to maintain a broad perspective. You know when to provide guidance, when to build connections, and when to escalate an issue.

 

Requirements

  • HBO or WO level of work and thinking.
  • At least 3 years of experience in a municipal or political-administrative setting.
  • At least 3 years of experience in process coordination or process management for land-use development projects.
  • Experience in project-based work.
  • Experience collaborating with both internal and external stakeholders.

 

Wishes

  • Knowledge of residential development and urban development.
  • Knowledge of the Environment Act and relevant laws and regulations.
  • Understanding municipal decision-making processes.
  • Experience with housing development planning or public housing is a plus.
  • Strong communication and negotiation skills.
  • A proactive, solution-oriented, and results-driven work ethic.
