Are you an experienced organizational consultant with expertise in HR issues, change management, and organizational development within municipal organizations? Do you have experience coaching management teams and guiding organizations through change? If so, we’re looking for you.

We are seeking an External Consultant for Organizational Development in the Social Sector for a municipal organization. The consultant will play a key role in the further development and implementation of a new organizational structure within the social sector.

The assignment

The social sector is currently undergoing a significant phase of organizational development. A reorganization was recently implemented, aimed at better aligning with societal challenges, the needs of residents, and the municipality’s evolving role.

To further shape this development, we are looking for an experienced consultant who can support management and leaders in implementing and embedding the new way of working. You bring expertise in the areas of organizational development, change management, and HR policy, and you know how to translate complex issues into practical solutions. 

What will you do?

As an External Consultant for Organizational Development in the Social Sector:

  • Analyze your HR and organizational issues arising from the reorganization.
  • Develop your recommendations and implementation strategies in the following areas:
    • role development;
    • team development;
    • sustainable employability;
    • collaboration and working methods.
  • Guide your management teams and leaders through change processes.
  • Do you help facilitate the continued professional development of teams and collaboration within the social sector?
  • Develop and implement practical HR tools and suggestions for improvement.
  • We advise you on organizational and human resources issues from both a strategic and tactical perspective.
  • Do you monitor the progress of the change initiative and report on it periodically?
  • Provide a final report with recommendations for the future development of the organization.

  • HBO or WO level of work and thinking.
  • Extensive experience as an HR consultant, organizational consultant, or change manager within municipal organizations.
  • Proven experience in organizational development and change initiatives.
  • Experience in coaching management teams and executives.
  • Knowledge of HR issues within the social sector.
  • Experience with team development, leadership development, and organizational design.
  • Strong analytical and communication skills.
  • Political-administrative sensitivity.
  • Ability to build support and get people on board with change.
  • An independent, results-oriented, and collaborative work style.
