Role description and task arrangements

Cluster: Civil Affairs
Position: Advisor V
Pay Scale: 9, up to 10 depending on experience
Hybrid: no
Hours: 16 to 20
Self-employed (ZZP) allowed: no

Legal Quality Associate / Civil Affairs

(4:00 p.m. to 8:00 p.m. | Service Team | Civil Affairs Cluster)

The Civil Affairs Department is involved in all the major milestones in our residents’ lives: births, marriages, moves, deaths, and immigration. You ensure that these events are recorded in the Basic Registry of Persons (BRP) in a legally correct, careful, and reliable manner. And that is of the utmost importance! The BRP is, in fact, the backbone of the government. Dozens of organizations rely on this data every day. Your work ensures that residents receive what they are entitled to, and that the government can rely on accurate information.

In this role, you will combine subject-matter expertise with leadership, quality assurance, and process improvement. You will serve as the key subject-matter expert within the Civil Affairs cluster and act as an important sounding board for the team manager.

The challenge you face

Civil affairs is undergoing rapid change. But we don't need to tell you that. Legislation is changing, digitization is advancing rapidly, and the demands for quality and reliability are constantly rising.

You ensure that the cluster not only keeps pace with this trend, but leads the way.

You’ll ensure the quality of the BRP, translate laws and regulations into practical applications, and share your knowledge with your colleagues. You’ll make sure that everything is in order from a legal, administrative, and organizational standpoint.

Your responsibilities:

  • Updating, correcting, and reviewing complex BRP files, initial registrations, and civil registry records
  • Monitoring the quality and reliability of the BRP, in collaboration with the specialists
  • Applying and Interpreting the BRP Act, IPR, and Awb in Daily Practice
  • Overseeing the annual BRP self-evaluation, drafting and implementing action items
  • Drafting and updating ordinances and regulations
  • Handling Objections and Complaints

In short, a very challenging and varied position within a municipality that is rapidly developing!

What you bring

You are someone who wants to make a difference for residents and the team at the Civil Affairs Department. You work with precision, proactively contribute ideas for improvements, and take responsibility for the quality of your work. You have strong communication skills, are customer-focused, and enjoy sharing your knowledge with colleagues.

Specifically, you'll need to bring the following:

  • HBO working and thinking level
  • Demonstrable experience in the field of Civil Affairs
  • Thorough knowledge of the BRP Act, the IPR Act, and the Awb
  • A keen eye for detail and a strong commitment to quality
  • A proactive attitude and drive to continuously improve processes and service delivery
