You'll be joining a dedicated and down-to-earth team in Coevorden—a team where professionalism and camaraderie go hand in hand.There are about 15 of us, and we work together as a cohesive team: from AOV staff to BOAs, from legal professionals to APV permit issuers. This diversity allows us to approach issues from multiple perspectives and truly arrive at solutions together.The atmosphere is open and direct. We know each other, help one another, and act quickly. What will you do?
You will perform legal work that primarily takes place within the Security team and, at times, across teams. This includes, among other things:
- APV Enforcement
- Administrative enforcement (undermining of administrative enforcement, administrative enforcement under the General Local Regulations, Alcohol Act)
- Legal advice on decisions based on the General Local Regulations (APV) and special legislation
- Legal assistance in cases of closures pursuant to Section 13b of the Opium Act
- Providing advice on operating permits, event permits, and the hospitality industry
- Drafting and reviewing administrative measures such as area restrictions
- Assisting with objection and appeal proceedings
- Advising the mayor and the city administration on public order issues
You identify the legal options, risks, and potential consequences of measures and provide advice on these matters to colleagues and the administration, particularly the mayor. Together with advisors and permit issuers, you translate legislation and case law into policy. You work with special investigating officers to determine what this means for their operations. In this role, you are responsible for embedding legal quality assurance within the team.You will manage the legal process involved in the implementation of administrative measures, from providing advice to representing the organization in court proceedings. You will be able to advise on the powers to be exercised in crisis situations and will collaborate with the crisis response team, including the Safety Region.
Who are we looking for?
- You have a bachelor’s degree in Dutch law or a comparable degree with a specialization in administrative law, along with up-to-date knowledge of laws and regulations (such as the General Local Regulations [APV], the Municipalities Act, the Opium Act, and the General Administrative Law Act);
- You have at least 3 years of recent municipal work experience in a similar position;
- You have experience with objection and appeal procedures
- You are politically and administratively astute, aware of your surroundings, and practical, and you have a good sense of relationships and interests;
- You have strong verbal and written communication skills.
