Team Advice and Resources

You will be working in the Advice & Resources team. This team is managed by a team leader and consists of the following four clusters: Legal Affairs & Procurement, Administrative Secretariat & Cabinet, Finance, Auditing & BI, and HR. This position falls within the HR cluster, where you will work closely with approximately 10 colleagues. You will also liaise with your colleagues in the Finance cluster on a daily basis. You will know where to find each other and work together to optimize our services and the future of the municipality.

The HR cluster consists of two parts: Services & Information Provision and Policy & Advice. As a Salary Specialist, you will be part of HR Services & Information Provision. You will work together with one colleague in payroll administration and three colleagues in personnel administration.

Our organization is undergoing rapid change, and the HR cluster is also evolving. You will contribute to this both personally and professionally. Together, you will support the organization from within the HR cluster, each with your own specialization and focus; a strong team with its own responsibilities.

What will you be doing? 

We are concluding a period in which the focus has been on payroll administration and are opening the door to a role that provides information and services across the organization. You will therefore have every opportunity to put your broad knowledge of payroll administration into practice and to further shape our cluster, making it future-proof. This is something you are happy to get out of bed for and gives you energy! You inform, facilitate, and monitor, but above all, you help us develop with the resources we have in-house.

The possibilities offered by eHRM (Youforce) and HR Analytics are not yet being fully exploited. This is where you, as a Payroll Specialist, can play your part; you contribute ideas and work on improvements and determine the impact of the changes on payroll administration. Efficiency is the keyword. You will come up with suggestions for process optimization. You will contribute ideas on how we organize our processes and, above all, what information is needed for accurate payroll administration. Together with your colleagues, you will develop new reports that make it easy to detect inaccuracies. And all this with the same goal in mind: accurate payroll administration.
In concrete terms, this means that your working days will be well filled. There's no sitting still here; Coevorden is on the move and you're coming along for the ride! Here's a preview of your tasks and responsibilities:

  • You are responsible for the municipality's (complex) payroll administration and the pension payments of former aldermen;

  • You assess whether the changes submitted are correct. In doing so, you take into account legislation and regulations as well as our organizational policy.

  • You are the key link in the organization for employees; you assist with all kinds of questions within your field of expertise;

  • You check the payroll and pension declarations and submit them to the tax authorities and the pension fund;

  • You monitor the WKR tax allowance;

  • You maintain contact with external partners, such as the Tax and Customs Administration, the pension fund, the Employee Insurance Agency (UWV), the software supplier, and accountants.
