Assignment

The Municipality of Coevorden is seeking an experienced Strategic Advisor for Public Order and Safety who will make a significant contribution to the further development of the safety domain within the organization. This role comes at a time when both the strategic direction and the internal positioning of the Safety cluster are being further defined.

An important part of the assignment is developing the Comprehensive Safety Plan 2027–2030. In addition, the consultant is expected to help strengthen the link between strategy, policy, and implementation. The consultant operates at the strategic level and serves as a sounding board for the mayor, the municipal executive, and management on complex safety issues and administrative decisions.

The candidate brings structure and clarity to a dynamic environment and is able to translate security issues into concrete administrative decisions and actionable plans. This involves working closely with internal colleagues, the police, the Public Prosecutor’s Office, the Drenthe Safety Region, and other partners in the security chain.

The assignment includes, among other things, drafting and further developing the Comprehensive Safety Plan, preparing administrative decision-making, coordinating complex and cross-sectoral safety issues, and maintaining strategic partnerships. In addition, the advisor plays a role within the municipal crisis management organization and serves as the point of contact for the Drenthe Safety Region.

The Municipality of Coevorden is seeking a senior professional with strong strategic insight, administrative acumen, and excellent advisory skills. The candidate knows how to reconcile competing interests, navigates political and administrative environments with ease, and is capable of setting the direction for developments in both the security sector and the organization.
