Role description and task arrangements

Business controller physical domain  
The housing task in Deventer, a sustainable and clean living environment, the maintenance of the city and traffic safety: these are just a few of the subjects you will be working on as business controller physical domain. You will have a lot of freedom to organize the position your way. You work on current and impactful topics within the Municipality of Deventer and this makes your work so challenging. It is a dynamic position and no day is the same! 

Your work 
You are a sparring partner for the program managers and team managers in the physical domain and together you ensure that the budget programs remain in control. You translate developments in the environment and in the market into recommendations. You focus on the physical domain where the focus is on: land policy, land exploitation, building fees, real estate and restructuring projects.  
You identify and advise on efficiency, effectiveness and finance & control. This may concern financial deviations, but also policy facets. You initiate and supervise management discussions. In that context, you also test management and board proposals and investment proposals. This ensures that the program manager, management and board are able to make well-considered decisions based on the right information. You provide corporate-level support for municipal programs. You also support the business teams in their commissioning role to organizations in which we as a municipality have an administrative and financial interest, such as our waste processor.

Together with the financial controller you are the point of contact for the P&C cycle. You identify and analyze bottlenecks, opportunities and risks in the realization of the planning and control cycle. You do not just give advice; if necessary, you liaise directly with the parties involved to find solutions. You share information with the other business controllers. Your colleagues all have their own focus area and work independently a lot, but you help each other where necessary.  


About you  
You are financially literate. The planning and control cycle and advising in a political-administrative environment are right up your street. You are proactive, positively critical and environmentally sensitive. To us, these are the most important characteristics of a business controller. You are forward-looking and spotting. You are an energetic and competent discussion partner who daringly provides solicited and unsolicited advice on business management, business economics and financial-economic issues. You are pragmatic and ambitious, enterprising and independent. You are a creative thinker, team player and connector. You love innovation and feel strongly about quality.  

Your Experience
You possess:  
  • Bachelor/do degree in financial economics; 
  • Several years of experience in a similar position; 
  • Extensive experience with, and knowledge of, project management, risk management and/or efficiency issues, for example; 
  • Experience working in the physical domain, focusing on: land policy, land operations, construction fees, real estate and restructuring projects.
